1 AN ACT to amend the Illinois Food, Drug and Cosmetic Act
2 by changing Sections 2 and 3 and adding Sections 2.40 and
3 3.23.
4 Be it enacted by the People of the State of Illinois,
5 represented in the General Assembly:
6 Section 5. The Illinois Food, Drug and Cosmetic Act is
7 amended by changing Sections 2 and 3 and adding Sections 2.40
8 and 3.23 as follows:

10 Sec. 2. In this Act unless the context otherwise
11 requires, the words and phrases defined in Sections 2.1
12 through 2.40 2.37, have the meanings set forth therein.

15 Sec. 2.40. "Professional hair care product" means an
16 article intended to be rubbed, poured, sprinkled, sprayed on
17 or otherwise applied to human hair for cleansing,
18 beautifying, or altering the appearance of human hair that is
19 labeled "for professional use only".

21 Sec. 3. The enumerated acts in Sections 3.1 through 3.21
22 and in Section 3.23 and the causing thereof are prohibited in
23 this State.
