1 AMENDMENT TO HOUSE BILL 606
2 AMENDMENT NO. . Amend House Bill 606 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Illinois Horse Racing Act of 1975 is
5 amended by changing Section 31.1 as follows:
6 (230 ILCS 5/31.1) (from Ch. 8, par. 37-31.1)
7 Sec. 31.1. (a) Organization licensees collectively shall
8 contribute annually to charity the sum of $750,000 to
9 non-profit organizations that provide medical and family,
10 counseling, and similar services to persons who reside or
11 work on the backstretch of Illinois racetracks. These
12 contributions shall be collected as follows: (i) no later
13 than July 1st of each year the Board shall assess each
14 organization licensee, except those tracks that which are not
15 within 100 miles of each other which tracks shall pay $30,000
16 annually apiece into the Board charity fund, that amount
17 which equals $690,000 multiplied by the amount of pari-mutuel
18 wagering handled by the organization licensee in the year
19 preceding assessment and divided by the total pari-mutuel
20 wagering handled by all Illinois organization licensees,
21 except those tracks which are not within 100 miles of each
22 other, in the year preceding assessment; (ii) notice of the

1 assessed contribution shall be mailed to each organization
2 licensee; (iii) within 30 thirty days of its receipt of such
3 notice, each organization licensee shall remit the assessed
4 contribution to the Board. If an organization licensee
5 wilfully fails to so remit the contribution, the Board may
6 revoke its license to conduct horse racing.
7 (b) No later than October 1st of each year, any
8 qualified charitable organization seeking an allotment of
9 contributed funds shall submit to the Board an application
10 for those funds, using the Board's approved form. No later
11 than December 31st of each year, the Board shall distribute
12 all such amounts collected that year to such charitable
13 organization applicants.
