Amends the Alzheimer's Disease Assistance Act. Changes
the definition of "Regional Alzheimer's Disease Assistance
Center" or "Regional ADA Center" from including an entity
designated as such by the Illinois Department of Public
Health to including an entity having a National Institutes of
Health and National Institutes on Aging sponsored Alzheimer's
Disease Core Center. Provides that 2 (currently one)
Regional ADA Centers shall be conveniently located to serve
the Chicago metropolitan area. Provides that the General
Assembly shall provide grants-in-aid to each Regional ADA
Center, rather than to Regional ADA Centers, for research
and development and maintenance of victim's services in
accordance with the State Alzheimer's Assistance Plan.

1 AN ACT to amend the Alzheimer's Disease Assistance Act by
2 changing Sections 3, 4, and 7.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Alzheimer's Disease Assistance Act is
6 amended by changing Sections 3, 4, and 7 as follows:

8 Sec. 3. Definitions. As used in this Act:
9 (a) "Alzheimer's disease and related disorders" means a
10 health condition resulting from significant destruction of
11 brain tissue with resultant loss of brain function,
12 including, but not limited to, progressive, degenerative and
13 dementing illnesses including presenile and senile dementias,
14 including Alzheimer's disease and other related disorders.
15 (b) "Regional Alzheimer's Disease Assistance Center" or
16 "Regional ADA Center" means any a postsecondary higher
17 educational institution having a medical school in
18 affiliation with a medical center and having a National
19 Institutes of Health and National Institutes on Aging
20 sponsored Alzheimer's Disease Core Center, and designated as
21 such by the Illinois Department of Public Health under
22 Section 4 of this Act.
23 (c) "Primary Alzheimer's provider" means a licensed
24 hospital, a medical center under the supervision of a
25 physician licensed to practice medicine in all of its
26 branches, or a medical center that provides medical
27 consultation, evaluation, referral and treatment to persons
28 who may be or who have been diagnosed as victims of
29 Alzheimer's disease or related disorders pursuant to
30 policies, standards, criteria and procedures adopted under an
31 affiliation agreement with a Regional ADA Center under this

2 (d) "Alzheimer's disease assistance network" or "ADA
3 network" means the various health, mental health and social
4 services agencies that provide referral, treatment and
5 support services under standards and plans adopted and
6 implemented in conjunction with a Regional ADA Center.
7 (e) "ADA Advisory Committee" or "Advisory Committee" or
8 "Committee" means the Alzheimer's Disease Advisory Committee
9 created under Section 6 of this Act.
10 (f) "Department" means the Illinois Department of Public
11 Health.

14 Sec. 4. Development of standards for a service network
15 and designation of regional centers and primary providers.
16 By January 1, 1987, the Department, in consultation with the
17 Advisory Committee, shall develop standards for the conduct
18 of research and for the identification, evaluation,
19 diagnosis, referral and treatment of victims of Alzheimer's
20 disease and related disorders and their families through the
21 ADA network of designated regional centers and other
22 providers of service under this Act. Such standards shall
23 include:
24 (a) A description of the specific populations and
25 geographic areas to be served through ADA networks that may
26 be established under this Act;
27 (b) Standards, criteria and procedures for designation
28 of Regional ADA Centers, which ensure the provision of
29 quality care to a broad segment of the population through
30 on-site facilities and services and through a network of
31 primary Alzheimer's providers and other providers of service
32 that may be available within the service area defined by the
33 Department. At least 2 one Regional ADA Centers Center shall

1 be conveniently located to serve the Chicago metropolitan
2 area and at least one Regional ADA Center shall be
3 conveniently located to serve the balance of the State. The
4 Regional ADA Centers shall provide at least the following:
5 (1) Comprehensive diagnosis and treatment facilities and
6 services which have (i) professional medical staff
7 specially-trained in geriatric medicine, neurology,
8 psychiatry and pharmacology, and the detection, diagnosis and
9 treatment of Alzheimer's disease and related disorders, (ii)
10 sufficient support staff who are trained as caregivers to
11 victims of Alzheimer's disease and related disorders, (iii)
12 appropriate and adequate equipment necessary for diagnosis
13 and treatment, (iv) transportation services necessary for
14 outreach to the service area defined by the Department and
15 for assuring access of patients to available services, (v)
16 and such other support services, staff and equipment as may
17 be required;
18 (2) Consultation and referral services for victims and
19 their families to ensure informed consent to treatment and to
20 assist them in obtaining necessary assistance and support
21 services through primary Alzheimer's providers and various
22 private and public agencies that may otherwise be available
23 to provide services under this Act;
24 (3) Research programs and facilities to assist faculty
25 and students in discovering the cause of and the diagnosis,
26 cure and treatment for Alzheimer's disease and related
27 disorders;
28 (4) Training, consultation and continuing education for
29 caregivers, including families of those who are affected by
30 Alzheimer's disease and related disorders;
31 (5) Centralized data collection, processing and storage
32 that will serve as a clearinghouse of information to assist
33 victims, families and ADA Resources, and to facilitate
34 research; and

1 (6) Programs of scientific and medical research in
2 relation to Alzheimer's disease and related disorders that
3 are designed and conducted in a manner that may enable such
4 center to qualify for Federal financial participation in the
5 cost of such programs.
6 (c) Procedures for recording and reporting research and
7 treatment results by primary Alzheimer's providers and other
8 affiliated providers of service that are within the ADA
9 network to the Regional ADA Center and to the Department;
10 (d) Policies, procedures and minimum standards and
11 criteria to be included in affiliation agreements between
12 primary Alzheimer's providers and the Regional ADA Center in
13 the conduct of any research and in the diagnosis, referral
14 and treatment of victims of Alzheimer's disease and related
15 disorders and their families; and
16 (e) Policies, procedures, standards and criteria,
17 including medical and financial eligibility factors,
18 governing admission to and utilization of the programs,
19 facilities and services available through the ADA network by
20 persons who may be or who have been diagnosed as victims of
21 Alzheimer's disease and related disorders, including forms
22 and procedures for obtaining necessary patient consents to
23 participation in research, and in the reporting and
24 processing of appropriate information in a patient's medical
25 records in relation to consultations, referrals and
26 treatments by the various providers of service within the ADA
27 network.

30 Sec. 7. Regional ADA center grants-in-aid. Pursuant to
31 appropriations enacted by the General Assembly, the
32 Department shall provide grants-in-aid to each Regional ADA
33 Center Centers for necessary research and for the development

1 and maintenance of services for victims of Alzheimer's
2 disease and related disorders and families in accordance with
3 the State Alzheimer's Assistance Plan. The Department shall
4 promulgate rules and procedures governing the distribution
5 and specific purposes for such grants, including any
6 contributions of recipients of services toward the cost of
7 care.
