Amends the School Code and the Criminal Code of 1961.
Requires school principals, chief administrative officers of
private schools, and college or university presidents or
chancellors to report to local law enforcement agencies
felony and misdemeanor violations that occur in the schools,
colleges, and universities or at school related activities
supervised by school employees. Violations are petty offenses
with $500 fines imposed for each incident of criminal
violations not reported.

1 AN ACT to require principals and other appropriate
2 administrative officers of public and nonpublic elementary
3 and secondary schools to report certain criminal offenses.
4 Be it enacted by the People of the State of Illinois,
5 represented in the General Assembly:
6 Section 5. The School Code is amended by adding Sections
7 10-21.7-5 and 34-84a.2 as follows:
8 (105 ILCS 5/10-21.7-5 new)
9 Sec. 10-21.7-5. Principal to report incidents of
10 felonies and certain misdemeanors occurring in school, on
11 school grounds or at supervised school activities. The
12 principal shall report the occurrence of a felony offense or
13 a misdemeanor violation of the Illinois Controlled Substances
14 Act, the Cannabis Control Act, Article 24 of the Criminal
15 Code of 1961, or Section 6-16 or 6-20 of the Liquor Control
16 Act of 1934 occurring on school grounds, in the school, on a
17 school bus, or at an activity supervised by school employees
18 to the local law enforcement agency within 24 hours after the
19 principal becomes aware of the occurrence.

21 Sec. 34-84a.2. Principal to report incidents of felonies
22 and certain misdemeanors occurring in school, on school
23 grounds, or at supervised school activities. The principal of
24 each attendance center shall report the occurrence of a
25 felony offense or a misdemeanor violation of the Illinois
26 Controlled Substances Act, the Cannabis Control Act, Article
27 24 of the Criminal Code of 1961, or Secton 6-16 or 6-20 of
28 the Liquor Control Act of 1934 occurring on school grounds,
29 in the school, on a school bus, or at an activity supervised
30 by school employees to the local law enforcement agency

1 within 24 hours after the principal becomes aware of the
2 occurrence.
3 Section 10. The Criminal Code of 1961 is amended by
4 adding Section 31-9 as follows:

6 Sec. 31-9. Principals and other appropriate
7 administrative officers to report incidents of felonies and
8 certain misdemeanors occurring in school, on school grounds,
9 or at supervised school activities.
10 (a) The principal or other appropriate administrative
11 officer of each attendance center of a public or nonpublic
12 elementary or secondary school shall report the occurrence of
13 a felony offense or a misdemeanor violation of the Illinois
14 Controlled Substances Act, the Cannabis Control Act, Article
15 24 of the Criminal Code of 1961, or Secton 6-16 or 6-20 of
16 the Liquor Control Act of 1934 occurring on school grounds,
17 in the school, on a school bus, or at an activity supervised
18 by school employees to the local law enforcement agency
19 within 24 hours after the principal or other appropriate
20 administrative officer becomes aware of the occurrence.
21 (b) Sentence. A person who knowingly violates this
22 Section is guilty of a petty offense for which the court
23 shall impose a fine of $500 for each occurrence in which the
24 principal or other appropriate administrative officer fails
25 to report an offense as required by this Section.
