Amends the School Code. Authorizes the State Board of
Education to enter into intergovernmental agreements in the
areas of technology, telecommunications, and information
access. Effective immediately.

1 AN ACT to amend the School Code by changing Section
2 2-3.117.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by changing
6 Section 2-3.117 as follows:
7 (105 ILCS 5/2-3.117)
8 Sec. 2-3.117. School Technology Program.
9 (a) The State Board of Education is authorized to
10 provide technology-based learning resources, including
11 matching grants, to school districts to improve educational
12 opportunities and student achievement throughout the State.
13 School districts may use grants for technology-related
14 investments, including computer hardware, software, optical
15 media networks, and related wiring, to educate staff to use
16 that equipment in a learning context, and for other items
17 defined under rules adopted by the State Board of Education.
18 (b) The State Board of Education is authorized, to the
19 extent funds are available, to establish a statewide support
20 system for information, professional development, technical
21 assistance, network design consultation, leadership,
22 technology planning consultation, and information exchange;
23 to expand school district connectivity; and to increase the
24 quantity and quality of student and educator access to
25 on-line resources, experts, and communications avenues from
26 moneys appropriated for the purposes of this Section.
27 (b-5) The State Board of Education may enter into
28 intergovernmental contracts or agreements with other State
29 agencies, public community colleges, public libraries, public
30 universities, museums on public land, and other public
31 agencies in the areas of technology, telecommunications, and

1 information access, under such terms as the parties may
2 agree, provided that those contracts and agreements are in
3 compliance with the Department of Central Management
4 Services' mandate to provide telecommunications services to
5 all State agencies.
6 (c) The State Board of Education shall adopt all rules
7 necessary for the administration of the School Technology
8 Program, including but not limited to rules defining the
9 technology-related investments that qualify for funding, the
10 content of grant applications and reports, and the
11 requirements for the local match.
12 (d) The State Board of Education may establish by rule
13 provisions to waive the local matching requirement for school
14 districts determined unable to finance the local match.

16 Section 99. Effective date. This Act takes effect upon
17 becoming law.
