1 AMENDMENT TO HOUSE BILL 1136
2 AMENDMENT NO. . Amend House Bill 1136 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The State Employees Group Insurance Act of
5 1971 is amended by adding Section 6.9 as follows:
6 (5 ILCS 375/6.9 new)
7 Sec. 6.9. Health benefits for certain surviving spouses
8 and dependent children. This Section applies only to the
9 surviving spouse and dependent children of a law enforcement
10 officer or firefighter whose death arises out of or in the
11 course of employment on or after September 28, 1994 while a
12 sworn member of a police or fire department operated by the
13 State, a State university, or a unit of local government.
14 A surviving spouse or dependent child to whom this
15 Section applies may elect to participate in the plan of group
16 health benefits provided under this Act, with the same
17 benefits and subject to the same costs and limitations as
18 surviving spouses and dependent children of State employees
19 who die in service. The election must be made no later than
20 July 1, 1998 or 24 months after the death of the officer or
21 firefighter, whichever is later, and may be made on behalf of
22 a dependent child by the child's parent or legal guardian.

1 Group life insurance benefits are not included in the
2 benefits available under this Section.
3 The Department of Central Management Services may adopt
4 rules and procedures for the implementation of this Section.
5 Section 10. The Law Enforcement Officers, Civil Defense
6 Workers, Civil Air Patrol Members, Paramedics, Firemen,
7 Chaplains, and State Employees Compensation Act is amended by
8 adding Section 3.5 as follows:
9 (820 ILCS 315/3.5 new)
10 Sec. 3.5. Burial benefit. In addition to the benefit
11 provided in Section 3, a burial benefit of $10,000 shall be
12 payable to the surviving spouse or estate of a law
13 enforcement officer or firefighter who dies as a result of
14 the performance of an act of duty on or after the effective
15 date of this amendatory Act of 1997 while a sworn member of a
16 police or fire department operated by the State, a State
17 university, or a unit of local government.
18 Section 99. Effective date. This Act takes effect upon
19 becoming law.".
