1 AN ACT to amend the Children and Family Services Act by
2 changing Section 17a-9.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Children and Family Services Act is
6 amended by changing Section 17a-9 as follows:

9 Sec. 17a-9. Illinois Juvenile Justice Commission. There
10 is hereby created the Illinois Juvenile Justice Commission
11 which shall consist of 25 persons appointed by the Governor.
12 The Chairperson of the Commission shall be appointed by the
13 Governor. Of the initial appointees, 8 shall serve a
14 one-year term, 8 shall serve a two-year term and 9 shall
15 serve a three-year term. Thereafter, each successor shall
16 serve a three-year term. Vacancies shall be filled in the
17 same manner as original appointments. Once appointed,
18 members shall serve until their successors are appointed and
19 qualified. Members shall serve without compensation, except
20 they shall be reimbursed for their actual expenses in the
21 performance of their duties. The Commission shall carry out
22 the rights, powers and duties established in subparagraph (3)
23 of paragraph (a) of Section 223 of the Federal "Juvenile
24 Justice and Delinquency Prevention Act of 1974", as now or
25 hereafter amended. The Commission shall determine the
26 priorities for expenditure of funds made available to the
27 State by the Federal Government pursuant to that Act. The
28 Commission shall have the following powers and duties:
29 (1) Development, review and final approval of the
30 State's juvenile justice plan for funds under the Federal
31 "Juvenile Justice and Delinquency Prevention Act of 1974";

1 (2) Review and approve or disapprove juvenile justice
2 and delinquency prevention grant applications to the
3 Department for federal funds under that Act;
4 (3) Annual submission of recommendations to the Governor
5 and the General Assembly concerning matters relative to its
6 function;
7 (4) Responsibility for the review of funds allocated to
8 Illinois under the "Juvenile Justice and Delinquency
9 Prevention Act of 1974" to ensure compliance with all
10 relevant federal laws and regulations; and
11 (5) Function as the advisory committee for the Division
12 of Youth and Community Services as authorized under Section
13 17 of this Act, and in that capacity be authorized and
14 empowered to assist and advise the Director on matters
15 related to juvenile justice and delinquency prevention
16 programs and services.

26 Section 95. No acceleration or delay. Where this Act
27 makes changes in a statute that is represented in this Act by
28 text that is not yet or no longer in effect (for example, a
29 Section represented by multiple versions), the use of that
30 text does not accelerate or delay the taking effect of (i)
31 the changes made by this Act or (ii) provisions derived from
32 any other Public Act.
