Amends the School Code. Provides for the creation by the
Chicago Board of Education of a Task Force on Harassment
Suppression to receive and investigate charges of, and take
other related action with respect to, harassing and punitive
action taken by school officials or other school employees
against local school council members or members of their
families. Effective immediately.

1 AN ACT to amend the School Code by adding Section
2 34-18.17.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by adding Section
6 34-18.17 as follows:
7 (105 ILCS 5/34-18.17 new)
8 Sec. 34-18.17. Task Force on Harassment Suppression.
9 The board of education shall establish a Standing Task Force
10 on Harassment Suppression. The Task Force shall be composed
11 of not less than 27 members from time to time appointed by
12 and serving for a minimum term of 2 years, or for a longer
13 term at the pleasure of the Board. The Task Force shall be
14 composed of community representatives, representatives of the
15 business and professional community, local school council
16 members, school officials, and representatives from civic and
17 religious organizations. The Task Force shall be responsible
18 for acting to protect local school council members and their
19 families from harassing and punitive measures of school
20 officials and other employees of the Chicago public school
21 system that are designed to interfere with the ability of
22 local school council members to fulfill their
23 responsibilities in that office.
24 In the excercise of its powers and duties under this
25 Section the Task Force is authorized to receive and
26 investigate charges of harassment or punitive measures that
27 are directed against local school council members and that
28 are not taken in the best interests of an attendance center
29 or the pupils of an attendance center.
30 If the Task Force after investigation and the opportunity
31 for a public hearing determines that a school official or

1 other employee of the Chicago public school system has
2 engaged in harassing or punitive conduct as provided in this
3 Section, the Task Force shall refer the matter to the general
4 superintendent of schools for such further action, including
5 but not limited to the filing of a motion containing written
6 charges and specifications under Section 34-85, as the
7 general superintendent of schools deems appropriate.
8 The board of education shall provide the Task Force with
9 the use of such facilities and such staff assistance as are
10 reasonably required for the performance by the Task Force of
11 its responsibilities.
12 The Task Force shall organize itself, select from its
13 number a chairperson and such other officers as it deems
14 necessary, and establish the dates of its regular meetings.
15 Special meetings may be held at the call of the chairperson
16 or a majority of the members of the Task Force. The Task
17 Force may determine to act by majority vote of a panel of 9
18 members, except that no decision to refer the matter to the
19 general superintendent of schools shall be made except by a
20 majority vote of the members of the Task Force.
21 Section 99. Effective date. This Act takes effect upon
22 becoming law.
