Amends the Food and Agriculture Research Act to provide
that to offset the costs of C-FAR membership, the Department
of Agriculture may retain 0.03% of the total appropriation
for the purposes of this Act. Provides that members shall
serve without compensation but shall be reimbursed for
ordinary and necessary expenses.

1 AN ACT to amend the Food and Agriculture Research Act by
2 changing Section 15.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Food and Agriculture Research Act is
6 amended by changing Section 15 as follows:
7 (505 ILCS 82/15)
8 Sec. 15. Allocation of funds. Appropriations for the
9 purposes of this Act shall be made to the Illinois Department
10 of Agriculture, which shall allocate funds appropriated under
11 this Act to the following entities providing each the pro
12 rata share indicated: the Illinois Agricultural Experiment
13 Station, 82%; Southern Illinois University College of
14 Agriculture, 11%; Illinois State University Department of
15 Agriculture, 4%; Western Illinois University Department of
16 Agriculture, 3%. Three years after the effective date of
17 this Act and every 3 years thereafter, the Director of
18 Agriculture shall review these percentages, ascertain their
19 appropriateness, and report to the General Assembly.
20 To offset the cost of administering the appropriation,
21 the Department of Agriculture may retain $50,000 or 1/2 of 1%
22 of the total appropriation, whichever is less.
23 To offset the cost of members of C-FAR incurred while
24 performing their duties as official group representatives, up
25 to 1% of the funds appropriated for the purposes of this Act
26 may be allocated by the Department of Agriculture to cover
27 these expenses. Members shall serve without compensation,
28 but shall be reimbursed for ordinary and necessary expenses
29 incurred in the performance of their duties. The
30 reimbursement rates shall not exceed those rates that apply
31 to State employees.
