1 AMENDMENT TO HOUSE BILL 1302
2 AMENDMENT NO. . Amend House Bill 1302 on page 1,
3 line 19, by replacing "insured children in" with "children";
4 and
5 on page 2 by replacing lines 3 through 7 with the following:
6 ""Eligible child" means a child who has resided in the
7 State of Illinois for 30 days and (i) who is 12 years of age
8 or less in fiscal year 1999, or who is 14 years of age or
9 less in fiscal year 2000, or who is 16 years of age or less
10 in 2001, or who is 18 years of age or less in 2002 and
11 beyond, and who qualifies for enrollment in the Healthy Start
12 Insurance Plan under eligibility criteria set forth under
13 subsection (a) of Section 20 of this Act; or (ii) a child who
14 is 18 years of age or less prior to fiscal year 2002 and
15 qualifies for enrollment in the Healthy Start Insurance Plan
16 under subsection (a) of Section 20 of this Act."; and
17 on page 2 by inserting immediately below line 21 the
18 following:
19 ""Plan market rate" means the costs of Healthy Start
20 Insurance Plan coverage charged by at least 5 of the largest
21 health insurance issuers providing to residents of Illinois
22 health insurance coverage that is substantially similar to
23 the coverage offered by the Plan."; and

1 on page 2, line 33, by replacing "Plan" with "Plan, subject
2 to such separate co-payments, exclusions, and other
3 limitations on benefits as the board shall establish and
4 approve"; and

17 on page 3, line 15, by changing "(10)" to "(9)"; and
18 on page 3, line 16, by changing "(11)" to "(10)"; and
19 on page 3, line 24, by replacing "Plan" with "Plan, within
20 the limits of available appropriations,"; and
21 on page 3, line 25, by changing "net" to "gross"; and
22 on page 4 by replacing line 9 with the following:
23 "which the child's birthday occurs at the age that he or she
24 is no longer an "eligible child" pursuant to Section 10 of
25 this Act."; and
26 on page 4, line 12, by replacing "Plan" with "Plan, provided
27 that total premium costs shall not exceed 5% of family gross

2 on page 4, line 13, by changing "net" to "gross"; and
3 on page 4 by replacing lines 14 and 15 with the following:
4 "100% of the federal poverty level shall pay a premium
5 that is no more than 5% of the Plan market rate."; and

8 "premium that is no more than 10% of the Plan market
9 rate."; and
10 on page 4, line 19, by changing "net" to "gross"; and

20 "premium that is not more than 60% of the Plan market
21 rate."; and

24 "premium that is no more than 75% of the Plan market
25 rate."; and
26 on page 4, line 33, by changing "net" to "gross"; and
27 on page 5 by inserting immediately below line 5 the

2 "(d) An eligible child who is 18 years of age or less
3 prior to fiscal year 2002 and whose gross family income is
4 less than 250% of the federal poverty level shall be
5 permitted to enroll in the Plan but shall be required to pay
6 the full cost of health insurance coverage as determined by
7 the board.
8 (e) The board may establish family premium rates for
9 families who enroll in the Plan with 2 or more eligible
10 children."; and
11 on page 5, line 14, by replacing "administering carrier" with
12 "administrator"; and
13 on page 6, line 23, by replacing "July 1, 1998" with "January
14 1, 1999".
