Amends the School Code. Requires school boards to
establish, implement, and enforce a policy under which a
student in any of grades 9 through 12 who fails to maintain a
minimum grade point average or a minimum grade in each course
in which the student is enrolled or both is suspended from
further participation in school-sponsored or school-supported
athletic or extracurricular activities for a specified period
of time or until a specified minimum grade point average or
grade or both are earned by the student. Requires school
boards to file a copy of the policy with the State Board of
Education and to annually report the number and duration of
suspensions imposed and modifications made to the policy
since the filing of its last report.

1 AN ACT to amend the School Code by adding Sections
2 10-20.30 and 34-18.17.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by adding Sections
6 10-20.30 and 34-18.17 as follows:
7 (105 ILCS 5/10-20.30 new)
8 Sec. 10-20.30. No pass-no play policy. The school board
9 of each school district that maintains any of grades 9
10 through 12 shall establish, implement, and enforce a uniform
11 and consistent policy under which a student in any of those
12 grades who fails to maintain a specified minimum grade point
13 average or a specified minimum grade in each course in which
14 the student is enrolled or both is suspended from further
15 participation in any school-sponsored or school-supported
16 athletic or extracurricular activities for a specified period
17 or until a specified minimum grade point average or minimum
18 grade or both are earned by the student. Each school board
19 shall adopt a policy as required by this Section not later
20 than one year after the effective date of this amendatory Act
21 of 1997 and shall concurrently file a copy of that policy
22 with the State Board of Education. After the policy has been
23 in effect for one year, and annually thereafter, the school
24 board shall file a report with the State Board of Education
25 setting forth the number and length of suspensions imposed
26 under the policy during the period covered by the report and
27 any modifications made to the policy since the last report
28 filed by the district. If the school board already has a
29 policy that is consistent with the requirements of this
30 Section in effect on the effective date of this amendatory
31 Act of 1997, it shall file a copy of that policy with the

1 State Board of Education within 30 days after the effective
2 date of this amendatory Act and shall file an annual report
3 under this Section every 12 months thereafter.

14 average or minimum grade or both are earned by the student.
15 The board of education shall adopt a policy as required by
16 this Section not later than one year after the effective date
17 of this amendatory Act of 1997 and shall concurrently file a
18 copy of that policy with the State Board of Education. After
19 the policy has been in effect for one year, and annually
20 thereafter, the board of education shall file a report with
21 the State Board of Education setting forth the number and
22 length of suspensions imposed under the policy during the
23 period covered by the report and any modifications made to
24 the policy since the last report filed by the district. If
25 the board of education already has a policy that is

27 the effective date of this amendatory Act of 1997, it shall
28 file a copy of that policy with the State Board of Education
29 within 30 days after the effective date of this amendatory
30 Act and shall file an annual report under this Section every
31 12 months thereafter.
