New Act
Creates the Intermodal Surface Transportation Efficiency
Task Force Act. Creates an 8 member Task Force to study ways
to implement a program similar to the federal program created
in the Intermodal Surface Transportation Efficiency Act of
1991. Requires the study to include funding alternatives and
additional duties that would be required of State departments
and agencies. Requires the Task Force to submit a report to
the Governor and the General Assembly on or before March 1,
1998. Repeals the Act on May 31, 1998. Effective
immediately.

1 AN ACT to create the Intermodal Surface Transportation
2 Efficiency Task Force.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 1. Short title. This Act may be cited as the
6 Intermodal Surface Transportation Efficiency Task Force Act.
7 Section 5. Creation; members. A task force, to be known
8 as the Intermodal Surface Transportation Efficiency Task
9 Force, is created. The Task Force shall consist of 8
10 members, including: 2 members of the House of
11 Representatives, 1 of whom shall be appointed by the Speaker
12 of the House and 1 of whom shall be appointed by the
13 Minority Leader of the House; 2 members of the Senate, 1 of
14 whom shall be appointed by the President of the Senate and 1
15 of whom shall be appointed by the Minority Leader of the
16 Senate; and 4 members appointed by the Governor.
17 Section 10. Organization; rules. The Task Force shall,
18 within 30 days after all of the members have been appointed,
19 select one member as its Chairperson. The Task Force may make
20 any rules for the administration of the Task Force that are
21 not inconsistent with this Act.
22 Section 15. Studies and recommendations. The Task Force
23 shall study ways to implement a program similar to the
24 federal program created in the Intermodal Surface
25 Transportation Efficiency Act of 1991. The study shall
26 include funding alternatives and additional duties that would
27 be required of State departments and agencies.
28 Section 20. Reports and recommendations. On or before

1 March 1, 1998, the Task Force shall make a full report of its
2 studies and recommendations to the Governor and members of
3 the General Assembly.
4 Section 70. Repealer. This Act is repealed on May 31,
5 1998.
6 Section 99. Effective date. This Act takes effect upon
7 becoming law.
