Amends the Abused and Neglected Child Reporting Act to
require the Department of Children and Family Services to
create an interagency committee to develop a plan to pay for
medical and mental health evaluations for all children
suspected of being abused or neglected. Requires the
committee to report to the General Assembly and the Child
Protective Service Unit by March 15, 1998. Effective
immediately.

1 AN ACT to amend the Abused and Neglected Child Reporting
2 Act by adding Section 8.6.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Abused and Neglected Child Reporting Act
6 is amended by adding Section 8.6 as follows:
7 (325 ILCS 5/8.6 new)
8 Sec. 8.6. Medical and mental health evaluations.
9 (a) There is established under the Department an
10 interagency committee to develop a collaborative plan to
11 provide and pay for medical and mental health evaluations for
12 all children suspected of being abused or neglected,
13 regardless of whether the evaluations are eligible for
14 reimbursement through the Child Protective Service Unit. The
15 plan shall include how best to use existing resources to pay
16 for the evaluations and shall also include a recommendation
17 for the amount of new funding needed if existing resources
18 cannot cover all children.
19 (b) The committee shall be appointed by the Director and
20 shall consist of members representing appropriate agencies
21 and disciplines. The Director, or the Director's designee,
22 shall call the meetings of the committee. The Department
23 shall provide meeting rooms, telephones, office space,
24 equipment, supplies, and clerical services to the committee
25 without charge.
26 (c) The committee shall report the plan it develops,
27 together with any legislative proposals, to the General
28 Assembly and the Child Protective Service Unit by March 15,
29 1998.
30 Section 99. Effective date. This Act takes effect upon
