1 AMENDMENT TO HOUSE BILL 1575
2 AMENDMENT NO. . Amend House Bill 1575 by replacing
3 the title with the following:
4 "AN ACT to amend the Civil Administrative Code of
5 Illinois by adding Section 46.19j."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Civil Administrative Code of Illinois is
9 amended by adding Section 46.19j as follows:
10 (20 ILCS 605/46.19j new)
11 Sec. 46.19j. Job Training and Economic Development
12 Demonstration Grant Program.
13 (a) Legislative findings. The General Assembly finds
14 that:
15 (1) despite the large number of unemployed job
16 seekers, many employers are having difficulty matching
17 the skills they require with the skills of workers; a
18 similar problem exists in industries where overall
19 employment may not be expanding but there is an acute
20 need for skilled workers in particular occupations;
21 (2) the State of Illinois should foster local
22 economic development by linking the job training of

1 unemployed disadvantaged citizens with the workforce
2 needs of local business and industry; and
3 (3) employers often need assistance in developing
4 training resources that will provide work opportunities
5 for disadvantaged populations.
6 (b) The Department of Commerce and Community Affairs
7 shall administer a Job Training and Economic Development
8 Demonstration Grant Program. The Director shall make not
9 less than 12 and not more than 20 demonstration project
10 grants to eligible entities. The grant program shall focus
11 on the following:
12 (1) expanding partnerships between not-for-profit
13 community development organizations and local businesses
14 for the customized training of existing low-skilled,
15 low-wage employees and newly hired disadvantaged workers;
16 and
17 (2) encouraging job training providers to partner
18 with not-for-profit community development organizations
19 to develop training programs that would link the work
20 force needs of local industry with the job training of
21 unemployed disadvantaged workers.
22 (c) For projects created under paragraph (1) of
23 subsection (b):
24 (1) the Department shall give a priority to
25 projects that include an in-kind match by the
26 participating company and projects that use instructional
27 materials and training instructors directly experienced
28 in the specific industry sector; and
29 (2) the participating company must be an active
30 participant in the curriculum development, employ under
31 250 workers, and train primarily disadvantaged
32 populations.
33 (d) For projects created under paragraph (2) of
34 subsection (b):

1 (1) Community training shall assess the employment
2 barriers and needs of local residents and work in
3 partnership with local economic development organizations
4 to identify the priority workforce needs of the local
5 industry;
6 (2) training partners shall work together to design
7 programs with maximum benefits to community workers and
8 local employers;
9 (3) local employers must be involved in identifying
10 specific skill-training needs, planning curriculum,
11 assisting in training activities, providing job
12 opportunities, and coordinating retention and follow-up
13 support; and
14 (4) the not-for-profit community development
15 organization shall serve a targeted disadvantaged
16 population of at-risk youth and welfare participants.
17 (e) The Department shall adopt rules for the grant
18 program and shall create an application procedure for those
19 grants to be awarded beginning in fiscal year 1998.".
