Amends the Higher Education Student Assistance Act.
Requires the Illinois Student Assistance Commission to
conduct an annual survey of freshmen MAP recipients to
determine grade point averages, retention rates, progress
rates, student goal attainment rates, time-to-degree, and
degrees conferred. Requires the Commission to report its
survey findings annually to the General Assembly. Effective
July 1, 1997.

1 AN ACT to amend the Higher Education Student Assistance
2 Act by adding Section 38.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Higher Education Student Assistance Act
6 is amended by adding Section 38 as follows:
7 (110 ILCS 947/38 new)
8 Sec. 38. Monetary award program annual survey.
9 (a) The Illinois Student Assistance Commission shall
10 have the duty and is hereby directed to:
11 (1) enclose annually in the MAP award letters to
12 all freshmen MAP recipients a survey to determine their
13 undergraduate educational goals, planned field of study,
14 and expected time to completion, beginning in the 1997-98
15 academic year;
16 (2) calculate annually the cumulative grade point
17 average, retention rates, progress rates, time-to-degree,
18 degrees conferred and student goal attainment rates for
19 zero-EFC and non-zero-EFC freshmen MAP recipients, by
20 dependency status and collegiate sector, beginning in the
21 1997-98 academic year; and
22 (3) report its findings to the Illinois General
23 Assembly annually, beginning on January 1, 1999.
24 (b) As used in this Section:
25 "Freshman" means a person who enrolls for the first time
26 as a full-time or not less than a half-time student in the
27 first-year class of an institution of higher learning.
28 "MAP" means the Monetary Award Program administered by
29 the Illinois Student Assistance Commission under Section 35.
30 "Retention rate I" means the percentage of freshmen MAP
31 grant recipients who return in the succeeding academic year

1 as enrolled students at the same or another Illinois
2 institution of higher learning.
3 "Progress rate I" means the percentage of freshmen MAP
4 grant recipients who complete their freshman year by earning
5 30 semester hours of credit or the equivalent thereof.
6 "Progress rate II" refers to students who complete their
7 freshman year by earning 15 semester hours, or the equivalent
8 thereof.
9 "Student goal attainment rate" means the percentage of
10 students who attain the goal stated on the freshman survey.
11 "Collegiate sector" means a division of academe that
12 includes only those institutions that are public universities
13 of this State, or a division of academe that includes only
14 those institutions that are public community colleges or
15 private junior colleges located in this State, or division of
16 academe that includes only those institutions that are
17 private colleges or universities located in this State.
18 "Zero-EFC" means a zero expected family contribution as
19 determined under federal methodology for student financial
20 assistance.
21 Section 99. Effective date. This Act takes effect July
22 1, 1997.
