1 AMENDMENT TO HOUSE BILL 1646
2 AMENDMENT NO. . Amend House Bill 1646 by replacing
3 the title with the following:
4 "AN ACT to amend the Civil Administrative Code of
5 Illinois by adding Section 46.52a."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Civil Administrative Code of Illinois is
9 amended by adding Section 46.52a as follows:
10 (20 ILCS 605/46.52a new)
11 Sec. 46.42a. Illinois Neighborhood Development Matching
12 Grant Program.
13 (a) Legislative findings and purpose. Non-profit
14 community and neighborhood development organizations have
15 grown significantly over the past decade because this
16 organizational model has proven effective in: (1) sponsoring
17 projects and programs that help revitalize low-income
18 communities; (2) encouraging meaningful resident involvement
19 in revitalization; (3) developing local leadership; and (4)
20 aggregating support from a multitude of public and private
21 sources.

1 This amendatory Act of 1997 will target State resources
2 to support the development projects of new and expanding
3 non-profit community and neighborhood economic development
4 organizations that are combating disinvestment in their local
5 communities and neighborhoods.
6 (b) The Department of Commerce and Community Affairs
7 shall administer an Illinois Neighborhood Development
8 Matching Grant Program. The grant program shall:
9 (1) target State resources to offer State 2 to 1
10 matching grants, cash or in-kind, of a minimum amount of
11 $1,000 and a maximum amount of $50,000 with funds drawn
12 down on a quarterly or monthly reimbursement basis; and
13 (2) fund local administrative and development
14 costs, training, and professional services under
15 contract. For purposes of this paragraph:
16 (A) "professional services" include: planning
17 and research, such as feasibility studies, market
18 studies, and comprehensive and strategic plans; and
19 (B) "development costs" include: site
20 acquisition; site and community marketing; project
21 gap financing; construction, expansion, or
22 completion of sanitary sewers, roads, and streets,
23 water lines, sidewalks, railroad spurs, and sidings;
24 viaduct clearance improvements; Phase I and Phase II
25 environmental site assessments; and environmental
26 remediation.
27 (c) Applicants shall be community development
28 corporations, community development organizations, community
29 based organizations, or similar not-for-profits.
30 (d) Funds may not be used for the provision of direct
31 financial assistance to businesses or development projects.
32 (e) The Department shall provide technical assistance on
33 preparing the grant application.".
