1 AN ACT to amend the Illinois Public Aid Code by changing
2 Section 5-15.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 changing Section 5-15.5 as follows:
7 (305 ILCS 5/5-15.5)
8 Sec. 5-15.5. Preventive physical examinations;
9 demonstration program.
10 (a) The Illinois Department may establish and implement
11 a demonstration program of preventive physical examinations
12 over a 3-year period beginning commencing on January 1, 1994,
13 for persons receiving assistance under Article IV of this
14 Code and persons eligible for assistance under this Article
15 who are otherwise eligible for assistance under Article IV
16 but who fail to qualify for cash assistance under Article IV
17 on the basis of need. Notwithstanding any other provision of
18 this Section, however, persons who are pregnant or who are
19 less than 21 years of age shall not be eligible to
20 participate in the demonstration program. The demonstration
21 program may be implemented for recipients in at least 2
22 counties, one with a population of not more than 650,000 as
23 determined by the 1990 federal census, and one with a
24 population of not more than 100,000 as determined by the 1990
25 federal census. The Illinois Department may establish by
26 rule the nature and scope of the preventive physical
27 examinations required under this Section, except that the
28 services may include, as appropriate, blood pressure reading,
29 complete blood test appropriate to the population and risk
30 factors, family planning, nutrition counselling, smoking
31 evaluation, temperature, urinalysis, chest x-ray,

1 tuberculosis screening, and appropriate referrals.
2 (b) Participation in the demonstration program shall be
3 voluntary, and eligible recipients shall not be subject to
4 sanctions for refusing or failing to submit to a preventive
5 physical examination or any portion of such an examination.
6 The Illinois Department may by rule limit each eligible
7 recipient to one examination during the demonstration period.
8 (c) For the purpose of carrying out its responsibilities
9 under this Section, the Illinois Department is authorized to
10 enter into cooperative arrangements with for-profit and
11 non-profit medical clinics and hospitals, local health
12 departments, and other providers of medical services. The
13 Illinois Department of Public Health shall cooperate in the
14 development and establishment of this demonstration program.
15 During the period of the demonstration program, the Illinois
16 Department of Public Aid shall study the cost benefit of
17 providing preventive physical examinations to the targeted
18 group of recipients of public aid.
19 (d) Implementation of the demonstration program shall be
20 contingent on the receipt of all necessary federal waivers.
