          Amends the Illinois Health Finance Reform Act  concerning
      rules.  Adds a caption.

 1        AN ACT concerning health care cost containment.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section 5.  The Illinois Health  Finance  Reform  Act  is
 5    amended by changing Section 2-3 as follows:
 6        (20 ILCS 2215/2-3) (from Ch. 111 1/2, par. 6502-3)
 7        Sec.  2-3.   Rules.   The  Council  shall  promulgate all
 8    administrative  rules necessary for the implementation of its
 9    duties under  this  Act.   The  provisions  of  the  Illinois
10    Administrative Procedure Act are hereby expressly adopted and
11    shall apply to all administrative rules and procedures of the
12    Council under this Act.
