1 AN ACT making appropriations.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 1. The following named amounts, or so much
5 thereof as may be necessary, respectively, for the purposes
6 hereinafter named, are appropriated to meet the ordinary and
7 contingent expenses of the Department of Employment Security:

15 Section 2a. The amount of $100,000, or so much thereof
16 as may be necessary, is appropriated from the Title III
17 Social Security and Employment Service Fund to the Department
18 of Employment Security for expenses related to the
19 development of training programs.
20 Section 2b. The amount of $2,500,000, or so much thereof
21 as may be necessary, is appropriated from the Title III
22 Social Security and Employment Service Fund to the Department
23 of Employment Security for expenses related to Employment
24 Security automation.
25 Section 2c. The amount of $6,500,000, or so much thereof
26 as may be necessary, is appropriated from the Title III
27 Social Security and Employment Service Fund to the Department
28 of Employment Security for expenses related to a Benefit
29 Information System Redefinition.
30 Section 2d. The amount of $2,000,000, or so much thereof

1 as may be necessary, is appropriated to the Department of
2 Employment Security from the Title III Social Security and
3 Employment Service Fund for expenses related to Year 2000
4 Compliance.
5 Section 2e. The amount of $2,000,000, or so much thereof
6 as may be necessary is appropriated to the Department of
7 Employment Security from the Unemployment Compensation
8 Special Administration Fund for expenses related to Legal
9 Assistance as required by law.
10 Section 2f. The amount of $2,000,000, or so much thereof
11 as may be necessary, is appropriated to the Department of
12 Employment Security from the Employment Security
13 Administration Fund for the purposes authorized by Public Act
14 87-1178.
15 Section 2g. The amount of $9,200,000, or so much thereof
16 as may be necessary, is appropriated to the Department of
17 Employment Security from the Unemployment Compensation
18 Special Administration Fund for deposit into the Title III
19 Social Security and Employment Service Fund.
20 Section 2h. The sum of $4,000,000, or so much thereof as
21 may be necessary and remains unexpended at the close of
22 business on June 30, 1997, from reappropriations heretofore
23 made for such purposes in Article 5, Section 2h of Public Act
24 89-0499, is reappropriated to the Department of Employment
25 Security from the Employment Security Administration Fund for
26 the purposes authorized by Public Act 87-1178.
27 Section 2i. The sum of $100,000, or so much thereof as
28 may be necessary, is appropriated from the Unemployment
29 Compensation Special Administration Fund to the Department of

1 Employment Security for Interest on Refunds of Erroneously
2 Paid Contributions, Penalties and Interest.
3 Section 3. The sum of $8,400,000, or so much thereof as
4 may be necessary, is appropriated from the General Revenue
5 Fund to the Department of Employment Security, Trust Fund
6 Unit, for unemployment compensation benefits to Former State
7 Employees.
8 Section 3a. The following named amounts, or so much
9 thereof as may be necessary, are appropriated to the
10 Department of Employment Security, Trust Fund Unit, for
11 unemployment compensation benefits, other than benefits
12 provided for in Section 3, to Former State Employees as
13 follows:

5 Section 5. The following named amount of $150,000, or so
6 much thereof as may be necessary, is appropriated from the
7 State Department of Employment Security Job Training
8 Partnership Act Fund to the Illinois State Department of
9 Employment Security for data and computer services relating
10 to the Job Training Partnership Act Program; however, no
11 contract shall be entered into or obligation incurred for any
12 expenditures authorized herein until the amounts have been
13 approved in writing by the Department of Commerce and
14 Community Affairs.
15 Section 6. The amount of $526,400, or so much thereof as
16 may be necessary, is appropriated from the General Revenue
17 Fund to the Department of Employment Security for the purpose
18 of making grants to community non-profit agencies or
19 organizations for the operation of a statewide network of
20 outreach services for veterans, as provided for in the
21 Vietnam Veterans' Act.
22 Section 999. Effective date. This Act takes effect July
23 1, 1997.
