New Act
Creates the Empowerment Zone and Enterprise Community
School Facility Act. Provides that the Department of
Commerce and Community Affairs and the University of
Illinois' Urban School Improvement Program shall implement an
EZ/EC program to develop and demonstrate mechanisms to
attract federal resources and private sector investments to
administer the program and support the repair, renovation,
and improvement of school buildings and facilities in
communities designated under federal law or regulations as
Empowerment Zones and Enterprise Communities. Specifies
types of demonstration methods that employ federal EZ/EC
incentives to leverage private investment in support of
improving school buildings and facilities. Provides for
implementation of the EZ/EC program in conjunction with
schools in communities located in Chicago, East St. Louis,
and Springfield. Effective immediately.

1 AN ACT to create the Empowerment Zone and Enterprise
2 Community Private Activity Bond Task Force.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 1. Short title. This Act may be cited as the
6 Empowerment Zone and Enterprise Community Private Activity
7 Bond Task Force Act.
8 Section 5. Creation; members. A task force, to be known
9 as the Empowerment Zone and Enterprise Community Private
10 Activity Bond Task Force, is created. The Task Force shall
11 consist of 8 members, including: 2 members of the House of
12 Representatives, one of whom shall be appointed by the
13 Speaker of the House and one of whom shall be appointed by
14 the Minority Leader of the House; 2 members of the Senate,
15 one of whom shall be appointed by the President of the Senate
16 and one of whom shall be appointed by the Minority Leader of
17 the Senate; and 4 members appointed by the Governor.
18 Section 10. Organization; rules. The Task Force shall,
19 within 30 days after all of the members have been appointed,
20 select one member as its Chairperson. The Task Force may make
21 any rules for the administration of the Task Force that are
22 not inconsistent with this Act.
23 Section 15. Studies and recommendations. The Task Force
24 shall study empowerment zone and enterprise community private
25 activity bond programs as a means of facilitating the
26 construction of schools and other community facilities. The
27 study shall evaluate funding options and the responsibilities
28 that the State, units of local government, and school
29 districts would share and perform incident to administration

1 and implementation of those programs.
2 Section 20. Reports and recommendations. On or before
3 March 1, 1998, the Task Force shall make a full report of its
4 studies and recommendations to the Governor and members of
5 the General Assembly.
6 Section 70. Repealer. This Act is repealed on May 31,
7 1998.
8 Section 99. Effective date. This Act takes effect upon
9 becoming law.
