Amends the School Code. Provides that the State Board of
Education is to establish and assist in the coordination of a
Systemic Math, Science, and Technology Improvement Program to
be implemented in an urban area school district or school
districts in the metro-east area of southwestern Illinois.
Provides that the demonstration project is to parallel the
National Science Foundation Systemic Initiative as operated
in the Chicago public school system. Provides that the State
Board of Education is to endeavor to create a linkage between
the demonstration project and the Chicago program under which
teachers identified by the latter program may provide support
and assistance to the demonstration project to facilitate
development of the project as a program that will qualify for
National Science Foundation or other federal funding as part
of an Illinois Systemic Initiative Program. Effective

1 AN ACT to amend the School Code by adding Section
2 2-3.120.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Code is amended by adding Section
6 2-3.120 as follows:
7 (105 ILCS 5/2-3.120 new)
8 Sec. 2-3.120. Systemic initiative demonstration program.
9 The State Board of Education shall establish and assist in
10 the coordination of a Systemic Math, Science, and Technology
11 Improvement Program to be implemented and administered as a
12 demonstration project in an urban area school district or
13 districts in the metro-east area of southwestern Illinois.
14 The program as developed shall parallel the National
15 Science Foundation Systemic Initiative as operated in the
16 Chicago public school system (hereinafter referred to as the
17 NSF Chicago Systemic Initiative) and shall endeavor to create
18 an articulation between those programs that will provide
19 support and assistance in the development of a program at the
20 urban area school district in the metro-east area that will
21 qualify the program for funding through the National Science
22 Foundation or other federal funding sources as part of an
23 Illinois Systemic Initiative program.
24 The State Board of Education shall endeavor to coordinate
25 a linkage between the NSF Chicago Systemic Initiative and the
26 urban area school district or districts participating in the
27 demonstration project under which teachers identified by the
28 NSF Chicago Systemic Initiative provide support and
29 assistance, through site visits, joint off-site conferences,
30 and computer E-mail connections, in facilitating development
31 of the program in the metro-east demonstration district.

1 The State Board of Education may accept and expend gifts,
2 endowments, and any federal funds that may lawfully be used
3 for purposes of defraying the expenses incident to the
4 establishment and initial operation expenses of the
5 demonstration project.
6 Section 99. Effective date. This Act takes effect upon
7 becoming a law.
