          Appropriates $3 to the Board of Higher Education to study
      higher education issues.  Effective July 1, 1998.

 1        AN ACT regarding appropriations.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.  The  amount of $3, or so much of that amount
 5    as may be necessary, is appropriated to the Board  of  Higher
 6    Education to study higher education issues.
 7        Section  99.  Effective date.  This Act takes effect July
 8    1, 1998.
