Amends the Civil Administrative Code of Illinois to
create the Department of Revenue Oversight Board. Provides
that the Board shall have the powers and responsibilities (1)
to approve strategic plans, including establishing objectives
and long term plans; (2) to submit a non-binding
recommendation for candidates for the position of Director of
Revenue to the Governor; (3) to review Department audits and
ensure Department compliance with audit recommendations; and
(4) to annually report to the Governor and General Assembly
describing the Department's progress on taxpayer service
issues and fair tax collection and audit practices. Provides
for membership of the Board appointed by the legislative
leaders. The Director of Revenue is also a member. Provides
that members shall serve without compensation, shall serve
2-year terms, and shall serve at the pleasure of the
appointing authority. Amends the Taxpayers' Bill of Rights
Act. Provides that the Department shall annually hold a
public forum in Chicago, in a county adjacent to Cook County,
in Springfield, and in an area south of Springfield on a
Saturday or Sunday during the months of January through April
and shall give taxpayers an opportunity to meet with
employees of the Department to discuss concerns and problems
that the taxpayers are having with Illinois tax returns,
including but not limited to the issues of audits, appeals,
and collection procedures. Provides that the Department shall
publish a notice of the time and place of the forum in a
newspaper or newspapers of general circulation in the area in
which the forum will be held. Effective immediately.

1 AN ACT concerning taxes, amending named Acts.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Civil Administrative Code of Illinois is
5 amended by adding Section 39d as follows:
6 (20 ILCS 2505/39d new)
7 Sec. 39d. Department of Revenue Oversight Board. There is
8 created the Department of Revenue Oversight Board. The
9 Board's powers and responsibilities shall include the
10 following: (1) to approve strategic plans, including
11 establishing objectives and long term plans; (2) to submit a
12 non-binding recommendation for candidates for the position of
13 Director of Revenue to the Governor; (3) to review Department
14 audits and ensure Department compliance with audit
15 recommendations; and (4) to annually report to the Governor
16 and General Assembly describing the Department's progress on
17 taxpayer service issues and fair tax collection and audit
18 practices. The Board shall be comprised of 2 citizens
19 employed in the private sector appointed by the Speaker of
20 the House of Representatives, 2 citizens employed in the
21 private sector appointed by the President of the Senate, 2
22 citizens employed in the private sector appointed by the
23 Minority Leader of the House of Representatives, 2 citizens
24 employed in the private sector appointed by the Minority
25 Leader of the Senate, each of whom shall serve at the
26 pleasure of the appointing authority. The Director of
27 Revenue shall also be a member of the Board. A chairman
28 shall be selected by the appointed members. Members shall
29 serve 2-year terms and shall receive no salary for service on
30 the Board but shall be reimbursed for reasonable expenses.

1 Section 10. The Taxpayers' Bill of Rights Act is amended
2 by adding Section 4.5 as follows:

4 Sec. 4.5. Public forum. The Department shall annually
5 hold a public forum in Chicago, in a county adjacent to Cook
6 County, in Springfield, and in an area south of Springfield.
7 The forum shall be held on a Saturday or Sunday during the
8 months of January through April. The forum shall give
9 taxpayers an opportunity to meet with employees of the
10 Department to discuss concerns and problems that the
11 taxpayers are having with Illinois tax returns, including but
12 not limited to the issues of audits, appeals, and collection
13 procedures. At least 15 days before the date of each of the
14 4 forums, the Department shall publish a notice of the time
15 and place of the forum in a newspaper or newspapers of
16 general circulation in the area in which the forum will be
17 held. The Department shall prescribe rules to implement the
18 provisions of this Section.
19 Section 99. Effective date. This Act takes effect upon
20 becoming law.
