1 AMENDMENT TO HOUSE BILL 2637
2 AMENDMENT NO. . Amend House Bill 2637, in the title,
3 by replacing "13A-6" with "2-3.66"; and
4 by replacing everything after the enacting clause with the
5 following:
6 "Section 5. The School Code is amended by changing
7 Section 2-3.66 as follows:
8 (105 ILCS 5/2-3.66) (from Ch. 122, par. 2-3.66)
9 Sec. 2-3.66. Truants' alternative and optional education
10 programs. To establish pilot projects to offer modified
11 instructional programs or other services designed to prevent
12 students from dropping out of school, including programs
13 pursuant to Section 2-3.41, and to serve as a part time or
14 full time option in lieu of regular school attendance and to
15 award grants to local school districts, educational service
16 regions or community college districts from appropriated
17 funds to assist districts in establishing such projects. The
18 education agency may operate its own program or enter into a
19 contract with another not-for-profit entity to implement the
20 program. The pilot projects shall allow dropouts, up to and
21 including age 21, potential dropouts, including truants,

1 uninvolved, unmotivated and disaffected students, as defined
2 by State Board of Education rules and regulations, to enroll,
3 as an alternative to regular school attendance, in an
4 optional education program which may be established by school
5 board policy and is in conformance with rules adopted by the
6 State Board of Education. Truants' Alternative and Optional
7 Education programs funded pursuant to this Section shall be
8 planned by a student, the student's parents or legal
9 guardians, unless the student is 18 years or older, and
10 school officials and shall culminate in an individualized
11 optional education plan. Such plan shall focus on academic
12 or vocational skills, or both, and may include, but not be
13 limited to, evening school, summer school, community college
14 courses, adult education, preparation courses for the high
15 school level test of General Educational Development,
16 vocational training, work experience, programs to enhance
17 self concept and parenting courses. School districts which
18 are awarded grants pursuant to this Section shall be
19 authorized to provide day care services to children of
20 students who are eligible and desire to enroll in programs
21 established and funded under this Section, but only if and to
22 the extent that such day care is necessary to enable those
23 eligible students to attend and participate in the programs
24 and courses which are conducted pursuant to this Section.
25 The Board shall report on the status of the pilot projects
26 pursuant to Section 1A-4. School districts and regional
27 offices of education may claim general State aid under
28 Section 18-8.05 for students enrolled in truants' alternative
29 and optional education programs, provided that such students
30 are receiving services that are supplemental to a program
31 leading to a high school diploma and are otherwise eligible
32 to be claimed for general State aid under Section 18-8.05.
