1 AMENDMENT TO HOUSE BILL 2805
2 AMENDMENT NO. . Amend House Bill 2805, AS AMENDED,
3 by changing the title to read as follows:
4 "AN ACT relating to higher education, amending named
5 Acts."; and
6 by inserting immediately below the enacting clause the
7 following:
8 "Section 5. The Public Community College Act is amended
9 by changing Section 3-8 as follows:
10 (110 ILCS 805/3-8) (from Ch. 122, par. 103-8)
11 Sec. 3-8. Following each election and canvass, the new
12 board shall hold its organizational meeting on or before the
13 14th day after the election, except that in 1999, 2001, and
14 2003 the board shall organize within 14 days after the first
15 Tuesday after the first Monday of November in each of those 3
16 years. If the election is the initial election ordered by the
17 regional superintendent, the organizational meeting shall be
18 convened by the regional superintendent, who shall preside
19 over the meeting until the election for chairman, vice
20 chairman and secretary of board is completed. At all other
21 organizational meetings, the chairman of the board, or, in

1 his or her absence, the president of the community college or
2 acting chief executive officer of the college shall convene
3 the new board, and conduct the election for chairman, vice
4 chairman and secretary. The board shall then proceed with
5 its organization under the newly elected board officers, and
6 shall fix a time and place for its regular meetings. It
7 shall than enter upon the discharge of its duties. The terms
8 of board office shall be 2 years, except that the board by
9 resolution may establish a policy for the terms of office to
10 be one year, and provide for the election of officers for the
11 remaining one year period. Terms of members are subject to
12 Section 2A-54 of the Election Code.
13 Special meetings of the board may be called by the
14 chairman or by any 3 members of the board by giving notice
15 thereof in writing stating the time, place and purpose of the
16 meeting. Such notice may be served by mail 48 hours before
17 the meeting or by personal service 24 hours before the
18 meeting.
19 At each regular and special meeting which is open to the
20 public, members of the public and employees of the community
21 college district shall be afforded time, subject to
22 reasonable constraints, to comment to or ask questions of the
23 board.

25 by renumbering all subsequent Sections of the Bill in
26 ascending numerical order in multiples of 5, beginning with
27 the number "10".
