Amends the Public Building Commission Act. Requires that
a public building commission's annual audit be presented to
the governing body or bodies whose resolutions organized the
commission. Authorizes the governing bodies to order an
audit at commission expense if one is not presented.

1 AN ACT to amend the Public Building Commission Act by
2 changing Section 10.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Public Building Commission Act is amended
6 by changing Section 10 as follows:
7 (50 ILCS 20/10) (from Ch. 85, par. 1040)
8 Sec. 10. A Public Building Commission shall provide for
9 the proper safekeeping of its records, subject to the
10 provisions of "The Local Records Act", enacted by the
11 Seventy-second General Assembly, and shall keep a minute book
12 for the recording of the corporate action of the Board of
13 Commissioners. A complete record of the meetings and
14 proceedings of the Board of Commissioners shall be kept in
15 such minute book and such minutes shall be signed by the
16 Secretary of the Public Building Commission. The Commission
17 shall keep a true and accurate account of its receipts and
18 disbursements and an annual audit shall be made of its books,
19 records and accounts. The audit shall be presented annually
20 for review to each governing body under whose resolution the
21 Commission is organized. If an audit is not presented on an
22 annual basis, any or all governing bodies under whose
23 resolutions the Commission is organized may order their own
24 audit of the Commission's books, records, and accounts. The
25 Commission shall cooperate by providing all requested
26 documentation. When an audit is conducted at the direction
27 of a governing body, no more than one audit shall be
28 conducted for all governing bodies under whose resolutions
29 the Commission is organized and the audit shall be paid for
30 from Commission funds. All officers and employees authorized
31 to receive or retain the custody of money or to sign

1 vouchers, checks, warrants, or evidences of indebtedness on
2 behalf of the Commission, shall furnish surety bond for the
3 faithful performance of their duties and the faithful
4 accounting of all monies that may come into their hands, in
5 an amount to be fixed and in a form to be approved by the
6 Board of Commissioners.

8 Section 99. Effective date. This Act takes effect upon
