1 AMENDMENT TO HOUSE BILL 2909
2 AMENDMENT NO. . Amend House Bill 2909 on page 1,
3 line 9, by replacing "Demonstration" with "Demonstration";
4 and
5 on page 1, line 30, by replacing "Title" with "Titles Title"
6 and by inserting "and II-C" after "II-A"; and
7 on page 2, line 6, by replacing "Demonstration" with
8 "Demonstration"; and
9 on page 2, by replacing lines 7 through 9 with the following:
10 "Program. The Director shall make not less than 12 and not
11 more than 20 demonstration project grants to community-based
12 providers. The grants shall be made to support the"; and
13 on page 2, line 16, by inserting "and operate" after
14 "develop" and by replacing "would" with "would"; and
15 on page 2, line 18, by replacing "unemployed" with
16 "unemployed"; and
17 on page 3, line 18, by inserting after "1998." the following:
18 "Grants shall be based on a performance based contracting
19 system. Each grant shall be based on the cost of providing
20 the training services and the goals negotiated and made a
21 part of the contract between the Department and the training

1 partners. The goals shall include the number of people to be
2 trained, the number who stay in the program, the number who
3 complete the program, the number who enter employment, their
4 wages, and the number who retain employment. The level of
5 success in achieving employment, wage, and retention goals
6 shall be a primary consideration for determining contract
7 renewals and subsequent funding levels. In setting the
8 goals, due consideration shall be given to the education,
9 work experience, and job readiness of the trainees; their
10 barriers to employment; and the local job market. Periodic
11 payments under the contracts shall be based on the degree to
12 which the relevant negotiated goals have been met during the
13 payment period.".
