Amends the Allied Health Care Professional Assistance
Law. Provides that an allied health care field, the study of
which may qualify an otherwise eligible person for grant or
scholarship assistance, includes but is not limited to a
master's degree program for registered nurses in advanced
practice nursing.

1 AN ACT to amend the Allied Health Care Professional
2 Assistance Law by changing Section 2003.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Allied Health Care Professional
6 Assistance Law is amended by changing Section 2003 as
7 follows:
8 (110 ILCS 905/2003) (from Ch. 144, par. 1483)
9 Sec. 2003. Definitions. As used in this Law, unless the
10 context clearly requires otherwise:
11 (a) "Eligible allied health care professional" means a
12 person who meets all of the following qualifications:
13 (1) he or she is studying an allied health care
14 field (which shall be deemed to include, but is not
15 limited to, a master's degree program for registered
16 nurses in advanced practice nursing) in a medical or
17 other school located in Illinois and accredited in its
18 field or otherwise approved by the Department, and agrees
19 to obtain a license to practice in his or her field in
20 this State;
21 (2) he or she exhibits financial need as determined
22 by the Department; and
23 (3) he or she agrees to practice full-time in a
24 Designated Shortage Area as an allied health care
25 professional one year for each year he or she is a
26 scholarship recipient.
27 (b) "Department" means the Illinois Department of Public
28 Health.
29 (c) "Designated Shortage Area" means an area designated
30 by the Director of Public Health as a physician shortage
31 area, a medically underserved area, or a critical health

1 manpower shortage area as defined by the United States
2 Department of Health and Human Services, or as further
3 defined by the Department to enable it to effectively fulfill
4 the purpose stated in Section 2002. Such areas may include
5 the following:
6 (1) an urban or rural area which is a rational area
7 for the delivery of health services;
8 (2) a population group; or
9 (3) a public or nonprofit private medical facility.
