1 AN ACT to amend the Historic Preservation Agency Act by
2 changing Section 15.1.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Historic Preservation Agency Act is
6 amended by changing Section 15.1 as follows:
7 (20 ILCS 3405/15.1) (from Ch. 127, par. 2715.1)
8 Sec. 15.1. Historic Markers and Plaques program.
9 (a) The Agency shall establish a State Historic Markers
10 and Plaques program. To carry out this function, the Agency
11 shall designate, purchase, erect, and maintain suitable
12 markers and plaques at sites or transportation corridors
13 determined by the Agency to be of sufficient historic
14 significance as a result of historic events, activities,
15 buildings, or works (i) related to the site or sites or (ii)
16 related to or linked by the transportation corridors. For
17 the purpose of this Section, "transportation corridors" means
18 roads, trails, highways, lanes, turnpikes, subways, streetcar
19 right-of-ways, portage paths, railroad lines, canals, rivers,
20 navigation channels, lakes, or similar passages.
21 (b) The Agency, in carrying out its responsibilities
22 under this Section, may place or cause to be placed markers
23 or plaques at historic sites or historic transportation
24 corridors in the following ways:
25 (1) Through its own initiative and at no cost to
26 any local organization, with permission from the property
27 owner; or
28 (2) After receiving an application from a local
29 organization which desires to co-sponsor the markers or
30 plaques marker or plaque and which contributes 25% of the
31 cost thereof. In such cases, the local co-sponsor may

1 have its name affixed to the markers or plaques marker or
2 plaque in an appropriate manner; or
3 (3) After receiving an application from a local
4 organization which requests that markers or plaques a
5 marker or plaque be placed at no cost to the local
6 organization. In such cases, the local organization's
7 name shall not be affixed to the markers or plaques
8 marker or plaque.
9 (c) No placement shall be made or effected by the Agency
10 until the Agency determines that the site or transportation
11 corridor proposed for marking is of sufficient historical
12 interest and significance to warrant its selection.
13 (d) The Agency may accomplish its responsibilities under
14 this Section by direct use of its own employees and resources
15 or through contracts with vendors, through cooperative
16 agreements with organizations or with other governmental
17 bodies. The Agency shall be responsible for the overall
18 program of placing markers and plaques, including all
19 cooperative undertakings.
