Amends the Vehicle Code to permit the Department of
Transportation, upon the request of a school board, to place
a school crossing sign on any roadway, regardless of whether
the Department has jurisdiction over the roadway, if the
Department determines that a child's safety may be impaired.

1 AN ACT to amend the Illinois Vehicle Code by changing
2 Section 11-303.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Vehicle Code is amended by
6 changing Section 11-303 as follows:
7 (625 ILCS 5/11-303) (from Ch. 95 1/2, par. 11-303)
8 Sec. 11-303. The Department to place signs on all State
9 highways and other roadways.
10 (a) The Department shall place and maintain such
11 traffic-control devices, conforming to its manual and
12 specifications on all highways under its jurisdiction as it
13 shall deem necessary to indicate and to carry out the
14 provisions of this Chapter or to regulate, warn or guide
15 traffic.
16 (b) No local authority shall place or maintain any
17 traffic-control device upon any highway under the
18 jurisdiction of the Department except by the latter's
19 permission.
20 (b-5) Upon the request of a school board, if the
21 Department determines that a child's safety may be impaired,
22 the Department may place a school crossing sign on any
23 roadway regardless of whether that roadway is under the
24 jurisdiction of the Department.
25 (c) The Department shall erect and maintain guide,
26 warning and direction signs upon highways in cities, towns
27 and villages of which portions or lanes of such highways are
28 under the control and jurisdiction of the Department or for
29 which the Department has maintenance responsibility.
30 (d) Nothing in this Chapter shall divest the corporate
31 authorities of park districts of power to prohibit or

1 restrict the use of highways under their jurisdiction by
2 certain types or weights of motor vehicles or the power of
3 cities, villages, incorporated towns and park districts to
4 designate highways for one-way traffic or the power of such
5 municipal corporations to erect and maintain appropriate
6 signs respecting such uses.
7 (e) Nothing in this Section shall prohibit a
8 municipality, township, or county from erecting signs as
9 required under the Illinois Adopt-A-Highway Act.
