Amends the Violent Crime Victims Assistance Act.
Provides that the Violent Crimes Advisory Commission shall
include, as additional members, an administrator and a
student at a public institution of higher education.

1 AN ACT to amend the Violent Crime Victims Assistance Act
2 by changing Section 4.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Violent Crime Victims Assistance Act is
6 amended by changing Section 4 as follows:
7 (725 ILCS 240/4) (from Ch. 70, par. 504)
8 Sec. 4. Advisory Commission created. There is created a
9 Violent Crimes Advisory Commission, hereinafter called the
10 Advisory Commission, consisting of 16 14 members: the
11 Attorney General, or his or her designee who shall serve as
12 Chairperson; the Director of Children and Family Services; 2
13 members of the House of Representatives, 1 to be appointed by
14 the Speaker of the House and 1 to be appointed by the
15 Minority Leader of the House; 2 members of the Senate, 1 to
16 be appointed by the President of the Senate and 1 to be
17 appointed by the Minority Leader of the Senate; and the
18 following to be appointed by the Attorney General: 1 police
19 officer; 1 State's Attorney from a county in Illinois; 1
20 health services professional possessing experience and
21 expertise in dealing with the victims of violent crime; one
22 person who is employed as an administrator at a public
23 institution of higher education; one person who is enrolled
24 as a student at a public institution of higher education; and
25 5 members of the public, one of whom shall be a senior
26 citizen age 60 or over, possessing experience and expertise
27 in dealing with victims of violent crime, including
28 experience with victims of domestic and sexual violence. The
29 members of the Advisory Commission shall be appointed
30 biennially for terms expiring on July 1 of each succeeding
31 odd-numbered year and shall serve until their respective

1 successors are appointed or until termination of their
2 legislative service, whichever first occurs. The members of
3 the Commission shall receive no compensation for their
4 services but shall be reimbursed for necessary expenses
5 incurred in the performance of their duties. Vacancies
6 occurring because of death or resignation shall be filled by
7 the appointing authority for the group in which the vacancy
8 occurs.
9 Eight members of the Advisory Commission shall constitute
10 a quorum for the transaction of business, and the concurrence
11 of at least 8 members shall be necessary to render a
12 determination, decision or recommendation by the Advisory
13 Committee. In addition to the Attorney General, who shall
14 serve as Chairperson, the Advisory Commission may select such
15 other officers as it deems necessary.

17 Section 99. Effective date. This Act takes effect upon
18 becoming law.
