Amends the Violence Prevention Act and the State Finance
Act. Provides that all money from the sale of Violence
Prevention license plates be distributed proportionately as
grants for violence prevention programs to benefit the
purchasers of the plates. Provides that all money from the
sale of Environmental license plates be distributed
proportionately as grants for environmental programs to
benefit the purchasers of the plates.

1 AN ACT relating to revenues from license plates, amending
2 named Acts.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Violence Prevention Act of 1995
6 is amended by changing Section 15 as follows:
7 (20 ILCS 4027/15)
8 Sec. 15. Responsibilities of the Authority.
9 (a) The responsibilities of the Authority shall include,
10 but not be limited to:
11 (1) Coordination of Statewide violence prevention
12 efforts and development of a statewide plan that
13 incorporates public health and public safety approaches
14 to violence prevention in families, communities, and
15 schools.
16 (2) Seeking and receiving funds that may be
17 available from private and public sources for violence
18 prevention.
19 (3) Distribution of grants, pursuant to available
20 appropriations and other funds received for purposes of
21 this Act, to community or statewide organizations that
22 address violence prevention in a comprehensive and
23 collaborative manner, including, but not limited to:
24 (i) Community-based youth violence prevention
25 programs, such as mentoring programs, after-school
26 programs, and job training or development;
27 (ii) Implementation and evaluation of
28 comprehensive school-based violence prevention
29 programs from prekindergarten through 12th grade;
30 (iii) Early childhood intervention programs
31 designed to prevent violence and identify and serve

1 young children and families at risk;
2 (iv) Family violence and sexual assault
3 prevention initiatives;
4 (v) Programs that integrate violence
5 prevention initiatives with alcohol and substance
6 abuse prevention efforts;
7 (vi) Programs that integrate violence
8 prevention services with health care provision;
9 (vii) Innovative community policing or law
10 enforcement approaches to violence prevention; and
11 (4) Provision of technical assistance and training
12 to help building the capacity of communities,
13 organizations, and systems to develop, implement, and
14 evaluate violence prevention programs.
15 (b) The Authority may utilize a reasonable amount of
16 appropriations from the Violence Prevention Fund for costs
17 associated with administering this Act, and may, by the
18 co-chairpersons designated in Section 10, appoint an
19 Executive Director or contract with a not-for-profit or other
20 agency for any or all administrative functions related to
21 this Act.
22 (c) Of the money in the Violence Prevention fund
23 received from the sale of Violence Prevention license plates,
24 the Authority shall make annual grants to violence prevention
25 programs to benefit the residents of counties who purchase
26 Violence Prevention license plates. The annual grants shall
27 be made to violence prevention programs in counties in the
28 amount received from the sale of Violence Prevention license
29 plates and renewals from the residents of the respective
30 counties in the preceding year.

32 Section 10. The State Finance Act is amended by changing
33 Section 8.11 as follows:

2 Sec. 8.11. (a) Except as otherwise provided in this
3 Section, appropriations from the State Parks Fund shall be
4 made only to the Department of Natural Resources and shall be
5 used only for the maintenance, development, operation,
6 control and acquisition of State parks.
7 (b) Revenues derived from the Illinois and Michigan
8 Canal from the sale of Canal lands, lease of Canal lands,
9 Canal concessions, and other Canal activities, which have
10 been placed in the State Parks Fund may be appropriated to
11 the Department of Natural Resources for that Department to
12 use, either independently or in cooperation with any
13 Department or Agency of the Federal or State Government or
14 any political subdivision thereof for the development and
15 management of the Canal and its adjacent lands as outlined in
16 the master plan for such development and management.
17 (c) All revenues in the State Parks Fund from the sale
18 or renewal of Environmental license plates shall be
19 appropriated to the Department of Natural Resources for
20 annual grants by the Department to environmental programs
21 that benefit the residents of the counties who purchase
22 Environmental license plates. The annual grants to
23 environmental programs shall be made to environmental
24 programs in counties in the amount received from the sale and
25 renewal of Environmental license plates from residents of
26 respective counties during the preceding year. For annual
27 grant purposes, Cook county shall be divided into (1) the
28 City of Chicago and (2) Cook county outside of Chicago.
29 Grants from the sale or renewal of Environmental license
30 plates from residents of the City of Chicago for
31 environmental programs may be made to the Chicago Park
32 District and grants from the sale or renewal of Environmental
33 license plates from residents of Cook county outside of the
34 City of Chicago for environmental programs may be made to the
