Amends the Public Building Commission Act. Provides that
a commission shall file with the Comptroller the annual audit
of its books, records, and accounts within 6 months after the
close of the fiscal year. Provides that the Comptroller may
extend the filing deadline or may audit the commission if the
audit report is late.

1 AN ACT to amend the Public Building Commission Act by
2 changing Section 10.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Public Building Commission Act is amended
6 by changing Section 10 as follows:
7 (50 ILCS 20/10) (from Ch. 85, par. 1040)
8 Sec. 10. Records.
9 (a) A public building commission shall provide for the
10 proper safekeeping of its records, subject to the provisions
11 of "the Local Records Act", enacted by the Seventy-second
12 General Assembly, and shall keep a minute book for the
13 recording of the corporate action of the Board of
14 Commissioners. A complete record of the meetings and
15 proceedings of the Board of Commissioners shall be kept in
16 such minute book and such minutes shall be signed by the
17 Secretary of the public building commission. The commission
18 shall keep a true and accurate account of its receipts and
19 disbursements, and an annual audit shall be made of its
20 books, records, and accounts. All officers and employees
21 authorized to receive or retain the custody of money or to
22 sign vouchers, checks, warrants, or evidences of indebtedness
23 on behalf of the commission, shall furnish surety bond for
24 the faithful performance of their duties and the faithful
25 accounting of all monies that may come into their hands, in
26 an amount to be fixed and in a form to be approved by the
27 Board of Commissioners.
28 (b) The annual audit of a public building commission's
29 books, records, and accounts shall be filed with the Office
30 of the State Comptroller within 6 months after the close of
31 the commission's fiscal year. In the event the required

1 audit report for a building commission is not filed with the
2 Comptroller within 6 months after the close of the fiscal
3 year, the Comptroller shall notify the building commission in
4 writing that the audit report is due and may also grant an
5 extension of time of 60 days for the filing of the audit
6 report. In the event the required audit report is not filed
7 within the time specified in the written notice, the
8 Comptroller shall cause the audit to be made by certified
9 accountants, and the building commission shall reimburse the
10 Comptroller for the cost of the audit.
