Amends the Occupational Skill Standards Act to provide
that one of the members of the Standards and Credentialing
Council that is appointed by the Governor must be from the
hospitality industry. Effective immediately.

1 AN ACT to amend the Occupational Skill Standards Act by
2 changing Section 5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Occupational Skill Standards Act is
6 amended by changing Section 5 as follows:

8 Sec. 5. Administering agency; Standards and
9 Credentialing Council.
10 (a) Federal legislation for vocational-technical
11 education, the Carl D. Perkins Vocational and Applied
12 Technology Act, requires each State board receiving funds
13 under this Act to develop a system of core standards and
14 measures of performance for vocational programs. The State
15 Board of Education, as the sole State agency for this Act,
16 shall develop such a system after consultation, advice, and
17 input from the State Committee of Practitioners whose
18 composition is prescribed by federal law.
19 (b) A 9 member Standards and Credentialing Council,
20 composed of representatives of business, industry, and labor,
21 shall be created to advise the State Board of Education
22 relative to the development of standards and credentialing
23 systems. Five members of the council shall be appointed by
24 the Governor and the other 4 members shall be appointed by
25 the State Superintendent, all to serve at the pleasure of the
26 appointing authority. One of the members appointed by the
27 Governor must be from the hospitality industry. Any vacancy
28 in the office of a Council member appointed by the Governor
29 shall be filled through appointment by the Governor, and any
30 vacancy in the office of a Council member appointed by the
31 State Superintendent of Education shall be filled through

1 appointment by the State Superintendent of Education. Any
2 person appointed to fill a vacancy on the Council shall serve
3 as a member of the Council at the pleasure of the appointing
4 authority. Members of the Council shall serve without
5 compensation but shall be entitled to reimbursement for
6 reasonable expenses necessarily incurred in the performance
7 of their duties. The members of the Council shall select a
8 chairperson from among their number to serve for a term of
9 one year. If any vacancy occurs in the office of the
10 chairperson, the members of the Council shall select a new
11 chairperson from among their number to serve for a term of
12 one year. The State Superintendent of Education shall call
13 the first meeting of the Council, and thereafter the members
14 of the Council shall prescribe the time and place for the
15 regular meetings of the Council and the manner in which
16 special meetings of the Council may be called. A majority of
17 the members of the Council holding office shall constitute a
18 quorum for the transaction of business, and the affirmative
19 vote of a majority of those voting on any matter at any
20 meeting at which a quorum is present shall constitute the
21 action of the Council. The primary responsibility of the
22 Council shall be the identification of occupations for
23 development of standards and the verification of nationally
24 developed standards. This Act shall not supersede the
25 provisions of any existing collective bargaining agreements
26 or violate provisions of the Illinois Educational Labor
27 Relations Act.

29 Section 99. Effective date. This Act takes effect upon
30 becoming law.
