Amends the Board of Higher Education Act. Creates the
graduation incentive grant program to be implemented and
administered by the Board of Higher Education. Provides that
from appropriations made to the Board for purposes of the
program, the Board shall award grant incentives to public
universities that offer their undergraduate students
contracts under which the university commits itself to
provide the courses, programs, and support services necessary
to enable the contracting students to graduate within 4
years. Establishes eligibility criteria for grant
applications. Requires the Board of Higher Education to
annually submit to the Governor and General Assembly a
budgetary recommendation for the grant program. Effective
July 1, 1998.

1 AN ACT to amend the Board of Higher Education Act by
2 adding Section 9.26.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Board of Higher Education Act is amended
6 by adding Section 9.26 as follows:
7 (110 ILCS 205/9.26 new)
8 Sec. 9.26. Graduation incentive grant program.
9 (a) The graduation incentive grant program is hereby
10 created. The program shall be implemented and administered
11 by the Board of Higher Education to provide grant incentives
12 to public universities that offer their undergraduate
13 students contracts under which the university commits itself
14 to provide the courses, programs, and support services
15 necessary to enable the contracting students to graduate
16 within 4 years. Grants shall be awarded from appropriations
17 made to the Board of Higher Education for purposes of this
18 Section.
19 (b) To be eligible for grant consideration, a public
20 university shall annually file a report with the Board of
21 Higher Education detailing its 4-year graduation contract
22 program. The report shall include, at a minimum, the
23 following information: the number of undergraduate students
24 participating in the program, the requirements of the 4-year
25 graduation contracts offered by the university, the types of
26 additional support services provided by the university to the
27 contracting students, and the cost of the program.
28 (c) In awarding grants to public universities under this
29 Section, the Board of Higher Education shall consider each
30 applicant's report data, the number of institutions wishing
31 to participate, and such other criteria as the Board of

1 Higher Education determines to be appropriate.
2 (d) The Board of Higher Education shall annually submit
3 to the Governor and the General Assembly a budgetary
4 recommendation for grants under this Section and shall notify
5 applicants for grant assistance that the award of grants
6 under this Section is contingent upon the availability of
7 appropriated funds.
8 (e) The Board of Higher Education may adopt such rules
9 as it deems necessary for administration of the grant program
10 created by this Section.
11 Section 99. Effective date. This Act takes effect July
12 1, 1998.
