Amends the Board of Higher Education Act. Creates the
textbook rental incentive grant program to be implemented and
administered by the Board of Higher Education. Provides that
from appropriations made to the Board for purposes of the
program, the Board shall award grant incentives to public
universities and community colleges that offer, as part of
their undergraduate fee structure, a textbook rental program.
Establishes eligibility criteria for grant applications.
Requires the Board of Higher Education to annually submit to
the Governor and General Assembly a budgetary recommendation
for the grant program. Effective July 1, 1998.

1 AN ACT to amend the Board of Higher Education Act by
2 adding Section 9.26.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Board of Higher Education Act is amended
6 by adding Section 9.26 as follows:
7 (110 ILCS 205/9.26 new)
8 Sec. 9.26. Textbook rental incentive grant program.
9 (a) The textbook rental incentive grant program is
10 hereby created. The program shall be implemented and
11 administered by the Board of Higher Education to provide
12 grant incentives to public universities and community
13 colleges that offer, as part of their undergraduate student
14 fee structure, a textbook rental program. Grants shall be
15 awarded from appropriations made to the Board of Higher
16 Education for purposes of this Section.
17 (b) To be eligible for grant consideration, public
18 universities and community colleges must have adopted a
19 textbook rental program by action of their respective boards
20 of trustees and shall annually file a report with the Board
21 of Higher Education detailing their program. The report
22 shall include, at a minimum, the following information: the
23 number of undergraduate students participating, the amount of
24 the rental fee, the overall undergraduate student fee
25 schedule of the university or community college, and the
26 amount of revenue expected to be lost by the university or
27 community college due to the program.
28 (c) In awarding grants to public universities and
29 community colleges under this Section, the Board of Higher
30 Education shall consider each applicant's report data, the
31 number of institutions wishing to participate, and such other

1 criteria as the Board of Higher Education determines to be
2 appropriate.
3 (d) The Board of Higher Education shall annually submit
4 to the Governor and the General Assembly a budgetary
5 recommendation for grants under this Section and shall notify
6 applicants for grant assistance that the award of grants
7 under this Section is contingent upon the availability of
8 appropriated funds.
9 (e) The Board of Higher Education may adopt such rules
10 as it deems necessary for administration of the grant program
11 created by this Section.
12 Section 99. Effective date. This Act takes effect July
13 1, 1998.
