1 HOUSE JOINT RESOLUTION
2 WHEREAS, Many governments and businesses will be required
3 to repair software problems created due to the date change at
4 the turn of the century; and
5 WHEREAS, The world-wide costs of reprogramming have been
6 estimated to exceed the dollar amount of the damages caused
7 by Japan's Kobe earthquake, the Los Angeles earthquake, and
8 Hurricane Andrew combined; and
9 WHEREAS, One state has hiked cigarette taxes by two cents
10 to fund the repair and reprogramming of the computer code
11 used by its state agencies; and
12 WHEREAS, Yet the State of Illinois does not have a
13 reliable estimate of the cost of repairing of its software
14 and reprogramming its computers; therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
17 SENATE CONCURRING HEREIN, that the Economic and Fiscal
18 Commission is directed to study the costs of repairing and
19 reprogramming the State's software and computers for the date
20 change at the turn of the century and to report the results
21 of this study to the General Assembly by April 1, 1998; and
22 be it further
23 RESOLVED, that suitable copies of this resolution be
24 delivered to each of the members and the Executive Director
25 of the Economic and Fiscal Commission.
