1 HOUSE JOINT RESOLUTION
2 WHEREAS, Unprecedented rates of child abuse and neglect,
3 coupled with a projected increase in the juvenile population,
4 indicate that Illinois may experience more juvenile violence
5 in the future; and
6 WHEREAS, It has been demonstrated that prevention and
7 intervention efforts are the most cost-effective and the most
8 humane method of reducing juvenile crime; and
9 WHEREAS, Community-based prevention and intervention
10 efforts are underdeveloped in every county throughout
11 Illinois; and
12 WHEREAS, Local juvenile courts need to be empowered with
13 more dispositional options and treatment alternatives for
14 youthful offenders; and
15 WHEREAS, Minors have a right to treatment appropriate to
16 their individual needs; and
17 WHEREAS, Sanctions are appropriate when they provide for
18 competency development of the minor in the least restrictive
19 alternative while also providing for the public safety;
20 therefore, be it
21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
22 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
23 SENATE CONCURRING HEREIN, that there is created the
24 Intermediate Intergovernmental Juvenile Affairs Authority to
25 be comprised of one member appointed by the Chief Justice of
26 the Supreme Court; 4 members, one each appointed by the
27 President of the Senate, the Minority Leader of the Senate,
28 the Speaker of the House of Representatives, and the Minority
29 Leader of the House of Representatives; 2 members appointed
30 by the Governor, one of whom shall be appointed to represent
31 the counties; one member appointed by the Director of the

1 Division of Probation Services; one member appointed by the
2 State's Attorneys' Association; one member appointed by the
3 Public Defenders' Association; one member appointed by
4 providers of prevention services; and one member appointed by
5 the Illinois Juvenile Justice Commission and be it further
6 RESOLVED, That the Governor shall appoint the chair of
7 the Authority; and be it further
8 RESOLVED, That the Authority shall meet at least once a
9 month through September to prepare a legislative proposal for
10 the development of a continuum of community-based prevention
11 and intervention services in each county throughout the
12 State, and for the development of a system of regionalized
13 detention in Illinois; and be it further
14 RESOLVED, That a report shall be submitted to the General
15 Assembly before the beginning of the veto session in 1997 and
16 upon submission of the report, the Authority shall be
17 dissolved; and be it further
18 RESOLVED, That the members of the Authority shall receive
19 no compensation for their services, but shall be reimbursed
20 for their ordinary and contingent expenses; and be it further
21 RESOLVED, That at a minimum, the Authority shall consider
22 whether there should be: a significant increase in dollars
23 for prevention, pilot projects to experiment with State-local
24 partnerships for the development of community-based
25 continuums of sanctions and services to be imposed on the
26 basis of risk, pilot projects to experiment with incentive
27 grants for prevention dollars to jurisdictions that reduce
28 commitments to corrections, and a center for research,
29 evaluation, and training on the development of successful and
30 innovative approaches to prevention, intervention, and
31 juvenile prosecutions.
