1 HOUSE JOINT RESOLUTION
2 WHEREAS, In November, 1996, the United States
3 Environmental Protection Agency (USEPA) issued the first
4 draft of its new rules under the Clean Air Act of 1990; and
5 WHEREAS, The new rules tighten the ground-level ozone
6 standard by one-third from 0.12 parts per million (ppm) to
7 0.08 ppm averaged over an 8-hour period and, for the first
8 time in history, seek to monitor and control the amount of
9 fine particles (less than 25 micrometers in diameter) in the
10 air; and
11 WHEREAS, Many commonly-accepted agricultural production
12 methods can produce dust; and
13 WHEREAS, The USEPA rules may have a dramatic effect on
14 the agricultural community's ability to produce an abundant,
15 safe, and low-cost food supply; therefore, be it
16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
18 SENATE CONCURRING HEREIN, that we urge the USEPA to proceed
19 cautiously and to study the effect the rules will have on the
20 agricultural community, especially in relation to the
21 production of an abundant, safe, and affordable food supply;
22 and be it further
23 RESOLVED, That suitable copies of this resolution be
24 forwarded to Environmental Protection Agency Administrator
25 Carol Browner and to each member of the Illinois
26 Congressional Delegation.
