1 HOUSE JOINT RESOLUTION
2 WHEREAS, The General Assembly passed the Electric Service
3 Customer Choice and Rate Reduction Law of 1997 (PA 90-561) to
4 promote competition in the electric utility industry and
5 reduce electric rates to residential customers; and
6 WHEREAS, All customers should benefit in an equitable and
7 timely fashion from the lower costs of electricity that
8 result from retail competition; all customers should receive
9 sufficient information to make informed choices among
10 suppliers and services; and
11 WHEREAS, The Illinois Commerce Commission is charged with
12 promoting the development of an effectively competitive
13 electricity market that operates efficiently and equitably
14 for all consumers; consumer protections must be in place to
15 insure that all customers continue to receive safe, reliable,
16 affordable, and environmentally safe electrical service; and
17 WHEREAS, Under the current law residential customers will
18 not be eligible to choose their electric supplier until four
19 years after non-residential customers; therefore, be it
20 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
21 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
22 SENATE CONCURRING HEREIN, that the Department of Natural
23 Resources research and prepare a report detailing the
24 potential impact on electric utilities in Illinois of
25 permitting residential electric customers to choose their
26 electric supplier prior to the year 2002 and the potential
27 impact on residential customers of being denied access to the
28 competitive electrical market before the year 2002; and be it
29 further
30 RESOLVED, That the Department file its report with the
31 General Assembly and Governor no later than January 1, 1999;

2 RESOLVED, That suitable copies of this resolution be
3 presented to the Speaker and minority leader of the House,
4 the President and minority leader of the Senate, the Director
5 of Natural Resources, and the Governor.
