1 HOUSE JOINT RESOLUTION
2 WHEREAS, The Northern Ireland Peace Agreement (the
3 Agreement), announced April 10, 1998, offers an historic
4 opportunity to begin to resolve long-standing divisions
5 within Ireland and between Ireland and the United Kingdom;
6 and
7 WHEREAS, The Illinois General Assembly encourages and
8 supports the reconciliation of people divided by national,
9 sectarian, and economic differences within a democratic
10 framework; and
11 WHEREAS, It is the sense and resolution of this General
12 Assembly that the President of the United States and the
13 105th Congress be encouraged to fully support the
14 implementation of the Agreement; therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
17 SENATE CONCURRING HEREIN, that we urge the President of the
18 United States and the 105th Congress to support the
19 implementation of the Agreement by all means necessary,
20 particularly the following items:
21 1. Ratification of the Agreement's proposed
22 referenda by voters in the Republic of Ireland and in
23 Northern Ireland on May 22, 1998; and
24 2. Implementation by the participants to the
25 multi-party negotiations of all of the Agreement's
26 institutional and constitutional arrangements; and
27 3. Verification that all paramilitary organizations
28 in Northern Ireland have disarmed in accordance with the
29 Agreement; and
30 4. Implementation of those recommendations which may
31 be made by the Commission on Policing for Northern
32 Ireland; and

1 5. Implementation of those terms of the Agreement
2 relating to equality of economic opportunity in Northern
3 Ireland; and
4 6. Pursuant to a review process established in
5 accordance with the Agreement, the release of qualifying
6 persons now imprisoned in Northern Ireland, the United
7 Kingdom, or the Republic of Ireland; and be it further
8 RESOLVED, That suitable copies of this resolution be
9 presented to the President of the United States, the
10 leadership of the 105th Congress, the congressional
11 delegation from Illinois, the Co-Chairmen of the Ad Hoc
12 Congressional Committee for Irish Affairs, and appropriate
13 governmental authorities in the United Kingdom and the
14 Republic of Ireland.
