1 HOUSE RESOLUTION
2 WHEREAS, The State of Illinois has invested $30 million
3 in capital development funds for remodeling and equipment
4 purchases for a telecommunications-based instructional
5 delivery system with sites in high schools, colleges and
6 universities, libraries, healthcare facilities, and
7 businesses; and
8 WHEREAS, The 89th General Assembly passed Public Act
9 89-0141 intended to reduce line charges; and
10 WHEREAS, There is a need to encourage widespread
11 cooperative efforts in the use of distance learning resources
12 at the local level among schools, colleges and universities,
13 libraries, social and governmental agencies, and other
14 educational sites; and
15 WHEREAS, Higher education's effort to implement a
16 Statewide audio-video two-way interactive network is well
17 underway with the establishment of ten regional consortia and
18 275 interactive sites; and
19 WHEREAS, State funds invested have been matched by funds
20 from external sources such as federal and private funds and
21 user fees; and
22 WHEREAS, The cost of operating this system has placed an
23 unfair and undue burden on institutions located in certain
24 areas of the State; therefore, be it
25 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
26 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
27 Illinois Commerce Commission take immediate steps to provide
28 for rate relief to reduce operating costs for schools,
29 colleges, and universities participating in the
30 distance-based learning program. The rate relief may be
31 accomplished through legislation, special rulings, or other

1 measures at the Commission's disposal to provide for
2 operating rate reduction; and be it further
3 RESOLVED, That the Commission report to the Governor and
4 the General Assembly prior to October 1, 1997 on steps the
5 Commission has taken to accomplish such action; and be it
6 further
7 RESOLVED, That a suitable copy of this resolution be
8 provided to each member of the Illinois Commerce Commission
9 and its Executive Director.
