1 HOUSE RESOLUTION
2 WHEREAS, The extension of taxes for a taxing district
3 located in more than one county can create an inequity for
4 the property owners in that district; and
5 WHEREAS, The inequity occurs because the property of the
6 taxpayer is assessed by one county's taxing body but the
7 taxpayer is required to pay another county's tax rate; and
8 WHEREAS, An investigation into overlapping taxing
9 districts needs to be initiated as soon as possible to
10 alleviate this burden upon the citizens of Illinois; and
11 WHEREAS, An investigative task force would be able to
12 take time and facilitate the necessary research to look into
13 the problem of overlapping taxing districts; therefore, be it
14 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
16 there is created the Overlapping Taxing District
17 Investigative and Advisory Task Force consisting of 8
18 members: 4 to be appointed by the Speaker of the House of
19 Representatives, and 4 to be appointed by the Minority Leader
20 of the House of Representatives; the Director of the
21 Department of Revenue, or his or her designee, and a
22 representative from the Governor's Office shall serve as
23 ex-officio members of the Task Force; members of the Task
24 Force shall serve without compensation but shall be
25 reimbursed for their reasonable and necessary expenses from
26 funds appropriated for that purpose; and be it further
27 RESOLVED, That we urge the Department of Revenue to
28 initiate a full investigation of overlapping taxing districts
29 within the State of Illinois, in addition to the
30 investigation led by the Overlapping Taxing District
31 Investigative and Advisory Task Force; and be it further

1 RESOLVED, That the Task Force shall meet initially at the
2 call of the Speaker of the House of Representatives, shall
3 select one member as chairperson at its initial meeting,
4 shall thereafter meet at the call of the chairperson, shall
5 hold public hearings, shall receive the assistance of
6 legislative staff, and shall report its findings and
7 recommendations on how to correct the problem of overlapping
8 taxing districts to the House of Representatives by July 1,
9 1998; and that upon reporting to the House of
10 Representatives, the Task Force shall be dissolved; and be it
11 further
12 RESOLVED, That suitable copies of this resolution be
13 presented to the Speaker of the House of Representatives, the
14 Minority Leader of the House of Representatives, the Director
15 of the Department of Revenue, and the Governor of the State
16 of Illinois.
