HOUSE RESOLUTION
WHEREAS, The safe and efficient operation of prisons in
Illinois is a complex matter, especially when the prisoner
population increases at the same time the public demands the
most economical use of its tax revenues; and
WHEREAS, The Department of Corrections currently requires
prison guards to work extensive overtime and compensates them
at a rate of time-and-a-half for that overtime; and
WHEREAS, Questions have arisen as to whether an
over-worked guard force can perform effectively and whether
hiring additional guards would be more cost-effective than
paying large overtime amounts to a smaller guard force;
therefore be it
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
Auditor General study the overtime policies and practices of
the Department of Corrections in its employment of prison
guards; and be it further
RESOLVED, That the Auditor General's study include, but
need not be limited to, a consideration of the quality of
security provided by a guard force operating under this
overtime system, the budgetary decisions that led to the
current level of overtime employment, and the
cost-effectiveness of this level of overtime employment
compared to alternative solutions to the increased demand for
guards at Illinois prisons; and be it further
RESOLVED, That the Auditor General report his findings as
expeditiously as possible; and be it further
RESOLVED, That a copy of this resolution be transmitted
to the Auditor General.
