1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives wish to congratulate Shirley McCombs on her
4 retirement from the position of House Fiscal Officer; and
5 WHEREAS, In 1975 Shirley McCombs was employed as the
6 Supervisor of the District Office Allotment for the House of
7 Representatives under Speaker William Redmond; in 1983 she
8 was promoted to House Fiscal Officer by Speaker Michael
9 Madigan; while serving in these offices, she established
10 computerized accounting records for the Representatives'
11 district office expenditures and for House operations
12 financial records, edited the District Office Accounting
13 Manual, conducted training seminars for the district office
14 staff, edited the Personnel Rules and Regulations for the
15 House of Representatives, and has a record of perfect audits
16 for all accounts under her jurisdiction since Fiscal Year
17 1976; and
18 WHEREAS, Shirley McCombs was elected the Menard County
19 Democratic Chairman in 1984 and has been a delegate to every
20 State Convention since that year; she has served as the
21 Secretary of the three State Democratic Conventions since
22 1986; she was elected Second Vice President of the Illinois
23 County Chairman's Association in 1986 and was elected First
24 Vice President in 1996; and
25 WHEREAS, Shirley McCombs was elected State Central
26 Committeewoman in 1986, beating the odds and surprising her
27 fellow staff members by winning; in 1988 she was the
28 recipient of the State Democratic Party Chairman's award for
29 hard work and dedication to the Democratic Party; since 1994
30 she has served as Secretary of the Illinois Democratic Party,
31 when she was appointed to fill the unexpired term of Eugenia
32 Chapman; and

1 WHEREAS, Since 1990, Shirley McCombs has served as
2 Chairman of the State Fair and State Convention Committee of
3 the Illinois Democratic Party; she was elected as a Paul
4 Simon Delegate to the National Convention in 1988; she served
5 as an Alternate Delegate in 1992, and in 1996 she was
6 appointed as an At Large Delegate; and
7 WHEREAS, Shirley McCombs has served as an Assistant Whip
8 of the Illinois Delegation at the Democratic National
9 Convention, held in Chicago, Illinois, in 1996; in 1992 and
10 1996 Shirley McCombs had the pleasure of serving as an
11 Elector on the Presidential Electoral College; since 1989
12 Shirley McCombs has served as Second Vice President of the
13 Illinois Democratic Women and as Chair of the Ad Book
14 Committee for the Annual Convention; and
15 WHEREAS, Shirley McCombs has worked as a volunteer for
16 numerous State, national, and local election campaigns;
17 Shirley will be remembered for her love of phone polling and
18 canvassing the neighborhoods; and
19 WHEREAS, Shirley McCombs was one of the founding members
20 of the Menard UCARE Committee; the Committee passed petitions
21 and lobbied both the Governor and Legislative Leaders to vote
22 against locating a low level nuclear waste dump in Menard
23 County; and
24 WHEREAS, Shirley McCombs is presently running for
25 re-election to a fourth term as State Central Committeewoman
26 for the 18th Congressional District; and
27 WHEREAS, Shirley McCombs and her husband, Charles, have
28 one daughter, Robin Mathieu; Robin, with the support of her
29 husband Rick, gave birth to their identical twins, Victoria
30 and Jacqueline, on October 8, 1989; Shirley loves golf,
31 gardening, and her granddaughters; she is also fond of horses
32 and Christmas decorations; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
3 thank Shirley McCombs for her years of dedicated service to
4 the House of Representatives and the State of Illinois; we
5 congratulate Shirley on her retirement as House Fiscal
6 Officer, and we wish her long life and happiness in the years
7 ahead; and be it further
8 RESOLVED, That a suitable copy of this resolution be
9 presented to Shirley McCombs, along with our sincere thanks
10 for a job well done.
