1 HOUSE RESOLUTION
2 WHEREAS, The extension of taxes for a taxing district
3 located in more than one county can create an inequity for
4 the property owners in that district if the burden of
5 taxation is not fairly apportioned; and
6 WHEREAS, The inequity occurs because the property in the
7 taxing district is assessed by more than one county; and
8 WHEREAS, The Constitution of the State of Illinois
9 provides that the General Assembly may provide by law for
10 fair apportionment of the burden of taxation of property
11 situated in taxing districts that lie in more than one
12 county; and
13 WHEREAS, A study into overlapping taxing districts needs
14 to be initiated as soon as possible to alleviate this
15 inequity; and
16 WHEREAS, A task force would be able to take time and
17 facilitate the necessary research to look into the problem of
18 overlapping taxing districts; therefore, be it
19 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
20 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
21 there is created the Overlapping Taxing District Task Force
22 consisting of 8 members: 4 to be appointed by the Speaker of
23 the House of Representatives, and 4 to be appointed by the
24 Minority Leader of the House of Representatives; in addition,
25 the Task Force shall include, as non-voting members, 4
26 members of the Illinois County Assessment Officers
27 Association to be appointed by the President of the Illinois
28 County Assessment Officers Association, 4 members of the
29 Illinois Association of County Clerks and Recorders to be
30 appointed by the President of the Illinois Association of
31 County Clerks and Recorders, and a member designated by the

1 Director of Revenue; and be it further
2 RESOLVED, That the Task Force shall meet initially at the
3 call of the Speaker of the House of Representatives, shall
4 select one member as chairperson at its initial meeting,
5 shall thereafter meet at the call of the chairperson, shall
6 hold public hearings, shall receive the assistance of
7 legislative staff, shall solicit the assistance of the
8 Department of Revenue, and shall report its findings and
9 recommendations on how to correct the problem of overlapping
10 taxing districts to the House of Representatives by June 1,
11 1998; and that upon reporting to the House of
12 Representatives, the Task Force shall be dissolved; and be it
13 further
14 RESOLVED, That suitable copies of this resolution be
15 presented to the Speaker of the House of Representatives, the
16 Minority Leader of the House of Representatives, the Director
17 of Revenue, the President of the Illinois County Assessment
18 Officers Association, and the President of the Illinois
19 Association of County Clerks and Recorders.
