1 HOUSE RESOLUTION
2 WHEREAS, The State of Illinois will spend over $1 billion
3 in FY 98 on private care for the mentally ill and
4 developmentally disabled; and
5 WHEREAS, The State has little oversight over how these
6 funds are expended once they are disbursed; and
7 WHEREAS, The State provides organizations administering
8 private facilities for the mentally ill and developmentally
9 disabled with funds; and
10 WHEREAS, Pilsen-Little Village Community Mental Health
11 Center, Inc., located at 2319 South Damen Avenue, Chicago,
12 Illinois has contracted with the State through the Department
13 of Human Services and its predecessor agencies to provide
14 services to certain citizens of Illinois, including medical,
15 social, and counseling services to the mentally ill; and
16 WHEREAS, An analysis of Pilsen-Little Village Community
17 Mental Health Center, Inc.'s financial statements indicated
18 potential difficulties of the Center in meeting both
19 short-term and long-term obligations; and
20 WHEREAS, The same analysis revealed that the Center may
21 have to pay back funds to the State due to underutilization
22 of the funds or questionable funds received from the State;
23 therefore be it
24 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
26 Auditor General is directed to conduct an audit of
27 Pilsen-Little Village Community Mental Health Center, Inc. to
28 determine whether funds received by the Center have been
29 spent according to applicable State law, regulations,
30 contracts, and grants; and be it further

1 RESOLVED, That the Auditor General is specifically
2 authorized to review and publicly report on any books,
3 records, revenues, expenditures, policies and procedures, and
4 other relevant aspects of entities administering services for
5 people with mental illness which are funded in whole or in
6 part by State funds, and such entities, as well as any State
7 or other entities that may have information relevant to the
8 audit, are directed to cooperate fully and promptly with the
9 Office of the Auditor General in the conduct of the audit;
10 and be it further
11 RESOLVED, That the Auditor General commence this audit as
12 soon as possible and report his findings and recommendations
13 upon completion in accordance with the provisions of the
14 Illinois State Auditing Act; and be it further
15 RESOLVED, That a copy of this resolution be delivered to
16 the Auditor General.
