1 HOUSE RESOLUTION
2 WHEREAS, The United States' embargo against Cuba, imposed
3 35 years ago, has not achieved its goals, but instead has
4 increasingly created economic and physical hardships for the
5 people of Cuba, depriving them of much needed food and
6 medicines and exposing them, including the children, to the
7 effects of malnutrition and other severe health concerns; and
8 WHEREAS, The recent visit to Cuba by Pope John Paul II
9 focused world attention on the needs of the Cuban people and
10 called for mutually beneficial reconciliation and the lifting
11 of the United States' embargo against Cuba; and
12 WHEREAS, Many Cuban-Americans living in the United States
13 as American citizens have families that are being subjected
14 to these hardships and would want to help their families
15 without breaking the laws of the United States; and
16 WHEREAS, Many Americans are interested in pursuing a
17 peaceful and respectful end to the conflicts that have
18 existed between Cuba and the United States and this measure
19 could be the first steps towards reconciliation and the
20 normalization of relations between the United States and
21 Cuba; and
22 WHEREAS, The State of Illinois, a leader in education,
23 commerce, agriculture, and technology, stands to benefit from
24 the potential economic development and trade that could be
25 established with the island nation of Cuba; and
26 WHEREAS, The Congress of the United States is currently
27 considering HR 1951, which seeks to lift the embargo against
28 Cuba for the purpose of making available humanitarian aid in
29 the form of food and medicines; therefore be it
30 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
31 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we

1 urge the passage and enactment of HR 1951 to lift the United
2 States' embargo against the delivery of food and medicine to
3 the Cuban people, reminding both the Congress and the
4 President of the United States that such an adjustment in our
5 foreign policy reflects an American humanitarianism that
6 transcends political ideology; and be it further
7 RESOLVED, That copies of this resolution be sent to the
8 President of the United States, the Speaker of the United
9 States House of Representatives, the President Pro Tempore of
10 the United States Senate, and each member of the Illinois
11 congressional delegation.
