1 HOUSE RESOLUTION
2 WHEREAS, Cardiovascular disease is the leading cause of
3 death in Illinois and in 1994 it contributed to more that
4 45,000 or 43% of deaths in Illinois, and more than 8,000 or
5 30% of deaths for those under 65 years of age; and
6 WHEREAS, In 1994, the estimated direct (medical care) and
7 indirect (lost productivity) cost of cardiovascular disease
8 in Illinois was more that $5 billion, approximately $500 for
9 each person in Illinois; and
10 WHEREAS, The burden of cardiovascular disease can be
11 reduced through community based prevention, including:
12 programs and policies for tobacco control, such as
13 restrictions on youth access and advertising; programs and
14 policies for physical activity, such as safe bike and walking
15 trails and quality daily physical education in schools;
16 education and environmental changes for healthy food choices,
17 such as 5-A-Day Communication Campaigns and point of
18 purchase/food labeling programs; and comprehensive health
19 education in schools, such as grades K-12 curricula; and
20 WHEREAS, There is no State plan or State supported
21 resources to address the leading cause of death in Illinois
22 for our citizens; therefore, be it
23 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 there is created a Cardiovascular Disease Prevention Task
26 Force to examine the incidence of and causes of heart disease
27 and stroke deaths and risks, including identification of
28 subpopulations at highest risk for developing heart disease
29 and stroke, and develop a profile of the heart disease and
30 stroke burden in Illinois; to solicit input from individuals,
31 local health departments, community-based organizations,
32 voluntary health organizations, and other public and private

1 organizations statewide and to learn more about their
2 contributions to heart disease and stroke prevention, and
3 their ideas for improving heart disease and stroke prevention
4 in Illinois; to identify, examine limitations of, and
5 recommend to the Governor and the General Assembly changes to
6 existing laws, regulations, programs, services, and policies
7 to enhance heart disease and stroke prevention by and for the
8 people of Illinois; and to determine and recommend to the
9 Governor and the General Assembly the funding and strategies
10 needed to enact new or to modify existing laws, regulations,
11 programs, services, and policies to enhance heart disease and
12 stroke prevention by and for the people of Illinois; and be
13 it further
14 RESOLVED, That the Task Force shall consist of 24 members
15 and shall be co-chaired by the Director of the Illinois
16 Department of Public Health or the Director's designee and a
17 member of the Task Force selected by the Director of the
18 Illinois Department of Public Health; with other members to
19 include two members of the Illinois Senate, one appointed by
20 the President of the Senate and one by the Minority Leader of
21 the Senate; two members of the Illinois House of
22 Representatives, one appointed by the Speaker of the House
23 and one appointed by the Minority Leader of the House; the
24 Executive Vice-president of the American Heart Association or
25 his or her designee; a heart attack survivor; a stroke
26 survivor; a certified health education specialist
27 representing the Illinois Society for Public Health
28 Education; a managed care professional; a member of the
29 American Association of Retired Persons; the Illinois
30 Coalition Against Tobacco chair or designee; a registered
31 dietitian representing the Illinois Dietetic Association; a
32 pharmacist representing the Illinois Pharmaceutical
33 Association; a registered nurse representing the Illinois
34 Nurses Association; a representative of the Illinois Academy

1 of Pediatrics; a physician representing the Illinois State
2 Medical Society; a representative from the Illinois
3 Association of Park Districts; a media representative; a
4 representative from corporate Illinois; a representative from
5 the Illinois Association of Health, Physical Education,
6 Recreation, and Dance; a representative from the Governor's
7 Council on Health and Physical Fitness; and a representative
8 from the health and fitness industry; and be it further
9 RESOLVED, That the Task Force shall report to the General
10 Assembly by January 13, 1999, with possible recommendations
11 for legislative action included in the report.
