1 HOUSE RESOLUTION
2 WHEREAS, Norman H. Stone, the founder of Stone Container
3 Corp., determined to establish a mechanism by which to
4 provide emergency financial aid and other resources to
5 individuals and families in crisis in order to act on his
6 belief that "hungry children and desperate mothers cannot be
7 told to fill out forms and come back next year"; and
8 WHEREAS, On June 21, 1973, a corporate charter was issued
9 to the Emergency Fund for Needy People, with the mission of
10 assisting Chicago residents of all ages, races, and ethnic
11 origins who, through no fault of their own, need temporary
12 help to tide them through a crisis; and
13 WHEREAS, The Emergency Fund for Needy People began its
14 operation with a $5,000 annual budget supported entirely by
15 private contributors using a volunteer network of four field
16 workers; and
17 WHEREAS, The Emergency Fund for Needy People, since its
18 founding in 1973, has grown to include a network of 18 unpaid
19 field workers and case workers, a budget of over $290,000, a
20 volunteer Board of Directors, Advisory Board, and Associate
21 Board, and hundreds of foundations, corporations, and
22 individuals who contribute support; and
23 WHEREAS, The Emergency Fund for Needy People continues to
24 fill a unique and urgently-needed niche in the social service
25 network by annually providing emergency assistance, referrals
26 to other community resources and holiday food baskets to
27 thousands of persons throughout Chicago; and
28 WHEREAS, The Emergency Fund for Needy People continues to
29 operate with a minimum of red tape to provide resources which
30 desperately poor persons would otherwise be unable to secure,
31 including not only financial aid, but also such items as

1 transportation passes, prescription medicines, canned goods,
2 and direct payments to utilities; and
3 WHEREAS, The Emergency Fund for Needy People recently
4 started a new initiative that helps people who are making the
5 transition from the welfare rolls to the workplace, by
6 offering emergency assistance to participants in programs
7 that provide job-training and employment placement services;
8 therefore, be it
9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETIETH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 congratulate the Emergency Fund for Needy People on its
12 twenty-fifth anniversary and commend and encourage the
13 Emergency Fund for Needy People to continue its important and
14 innovative mission for many years to come; and be it further
15 RESOLVED, That a suitable copy of this resolution be
16 presented to the Emergency Fund for Needy People.
